Details
Richmond Valley Council (the Principal) is seeking Tenders from appropriately qualified and experienced Tenderers for the Design and Construction of two landslips on MR145 (Woodburn Coraki Road). The landslips occurred during the 2022 February and March floods. This tender is required to be designed and costed as two separable components of remediation for both sites. A more detailed brief of the extent of services required by Council is set out in Part 3 – the Specification of this Tender document.

The Northern Rivers Local Government Development Design and Construction Manual is a collaboration between Lismore City Council, Ballina Shire Council, Kyogle Shire Council, Richmond Valley Council, Clarence Valley Council and Byron Shire Council.

It serves as a resource that provides uniform development standards across the Northern Rivers area through a comprehensive set of guidelines for design and construction of development infrastructure.

Background information / Compatibility requirements
Details
During the February and March 2022 floods, two landslips formed along MR145 (Woodburn Coraki Rd) washing away the embankment involving at the first location approximately a single 30m section and two other sections totalling 47m at the second location. The first site is located approximately 850m from the intersection of River Street and Woodburn Coraki Road and second site is located a further 2.85km along the road.

MR145 is a sealed main road which is a main B double route linking Woodburn, Coraki and Casino. Recent traffic counts in this area predicts the Annual Average Daily Traffic (AADT) is 1819 vehicles per day, with 20.5% of that being heavy vehicles. MR145 services as a primary production and local resident route.

REVISED SCOPE OF WORKS - SITE 2 (Yorks Marine)

TfNSW have assessed this site as ONLY requiring rock protection of the embankment over 2 locations relatively close together.

TfNSW have successfully used this methodology on numerous other areas along the Richmond River between Woodburn and Wardell.

We believe the 2 areas are about 35m and 25m totalling 60m.

Flood Height information is probably irrelevant as the river overtopped the road in this area, therefore the rock protection will be needed for the entire bank face from river floor level to road level.

The top of the rock embankment should be situated about 4m from the existing edge of bitumen.

It is envisaged that this work will not encroach into the existing pavement. These works are to stabilise the embankment for protection of the road.

Your design is to include;

- the slope of the rock embankment.

- the size of the rock required.

- the distance out into the river onto the river floor that the rock will be required.

- The length of the works at each location.

- Guard Rail if required.

Following your inspection of the site, if you think that this approach is incorrect, you can submit an alternate Tender with due justification that may be considered.

Essential Public Asset Restoration (EPAR) claims have been made for the repair of flood damage (that meet the restoration guidelines) to both sites under NSW Disaster Recovery Funding Arrangements (DRFA).

I see that tenders VP 408338 and VP407583 have a mandatory meeting scheduled for the morning of the 22nd, would it be possible to move this tender meeting to the afternoon of the 22nd to save on extensive travel times for tenders.

We will not be able to put MR145 on the same day as everyone involved has other commitments after the Upper Cherry Tree and Upper Mongogarie and wouldn’t be able to make the afternoon.

RE: RFI - MR145 Landslip Design & Construction

The design documents note that tenders are to provide a typical detail “defining additional angular rock detail of the embankments that would be considered “Betterment””, there is also items within the BOQ for this. At the Pre-Tender meeting, council noted they were expecting to receive pricing for an additional rock fill berm at the base of the rock fill batter and that the design intent was to assist in preventing future scour.

If our concept design meets eligibility for DRFA requirements along with the 50 year design life for the embankment. Are we required to still design in and provide pricing for this rock berm? Noting it would not actually provide any additional protection over and above the tender requirements. As such, can we simply provide information within our concept design and/or methodology around why the rock berm isn’t required and simply NA these items in the BOQ?

Please note that if there is any rock within the design that will provide protection from scour it will be deemed betterment by TfNSW. Any scour protection within design must be costed as betterment. If there is not any scour protection with the design provided this may still be submitted and will be considered accordingly.
