Lismore City Council requires suitably qualified contractor(s) to deliver subsurface drainage systems to 6 (six) flood affected recreational space / sporting fields in Lismore City Council LGA.
Background information / Compatibility requirements
Details
The February 2022 flood resulted in most of Lismore's sporting and recreational green / open spaces lying under a depth of more than 14 meters of water. One month later these fully saturated fields were again flooded, and water remained on or under the grass surface, sports fields in Lismore were unusable for extended periods.

A design consultant was appointed, and drainage design for six (6) sporting fields is now complete.

Next step is to engage suitably qualified contractors , to deliver the required drainage works.

Due to the resource constraint, our suppliers are finding difficult to provide the quote on time, could council please consider to provide an extension of time for 2 weeks?

Question:
The localised levelling/filling is that with surplus materials or imported materials

I see the duration runs from July 2024 through to April 2025, with this being such a abnormal year for being wet with such saturated fields running into summer would it not be advantageous doing this over the winter months in 2025.

There will be days and possibly weeks where we will not be able to access fields and plant, equipment and site offices will be stood down will there be recourse from LCC for stand down rates or possibility the cost of removing plant, site offices and equipment if it indeed floods

1 - Pending on site/soil constraints, levelling/filling can be both surplus and/or imported materials. Please note that surplus materials/spoil on site may not be suitable to spread evenly due to heavy clay content.

2. Unable to extend proposed timeframe due to completion dates stipulated as per funding agreement/body.

3. As per General Conditions of Tendering document - Delay Costs - The rate per day for delay costs is: $97

Can the Blinding sand filter membrane be replaced with a geofabric (i.e not suggesting the entire trench be wrapped, just place a fabric filter layer on top of drainage stone in place of the sand ?)

Please provide a quotation as per specification using the sand blinding layer. However, should Tenderer(s) recommend alternative materials or methodologies, please submit a secondary non-conforming tender. The type/make of any geotextile to be used must be nominated.

Question:
Can council please confirm that WAE surveys need to be completed by a registered surveyor? The hourly rates required for the work of a registered surveyor as opposed to field measurements from contractor survey equipment / photos / diagrams given the non-structural nature of these works will add substantial cost to this project.

Question:
Specification calls that there will be no variations with the event of encountering rock or other impediments within the soils,

we have no idea of what is under these fields and some of the discharge points are within the drip lines of several large trees with advantageous roots which don't work all that well with chain trenching. Can Council ensure there are no impediments under the soil that will not impact on having to change trenching methods?

Please refer to issued Addendum # 2 - Variations will be considered accordingly in the event of encountering rock, large stones or other impediments within soil profile.

The concrete pits and sumps do they have to be circular, or will 600 mm square pits suffice seeing that they are buried

Council will accept either round or square pits as long as the volume remains as per the design scope.

Can you please elaborate on the material specifications for 200mm piping?

"CPT" definition? corrugated perforated tubing? corrugated plastic tubing?

can the 200mm piping material be substituted for 225 slotted stormwater pipe ?(if required to be perforated.

CPT refers to Corrugated Plastic Tubing. The Specification for lateral drain pipe (Section 4.12) notes material to be used shall be ..” 100mm Ø perforated corrugated plastic tubing (Class 200)”.

For the sub-main the Specification (Section 4.11) notes: " The bulk of the sub-main pipe shall be 150mm nominal internal diameter perforated corrugated plastic pipe. Larger (200mm diameter) pipe shall be used in locations where greater flow rate is expected, as shown in the Drawings.”

In the few areas where larger pipe is indicated the requirement is for a minimum pipe diameter of 200mm. Either non-perforated smooth-walled pipe or corrugated pipe (perforated or unperforated) can be used in these areas.

The tender comments that we, the contractor will be responsible if we hit underground services yet there is no information available on current services. Can you please confirm this is correct? I think it is not reasonable to condition this. Thank you

Council can assist and highlight known services where appropriate. Council can confirm that Tenderers will be responsible for any sub surface investigation work including location of services through 'Dial Before You Dig' and/or any other means.
