Byron Shire is a local government area located in the Northern Rivers region of New South Wales, Australia. The shire is located adjacent to the Tasman Sea about 50 kilometres (31 mi) south of the Queensland border. The shire, administered from the town of Mullumbimby, covers an area of 566.7 square kilometres (218.8 sq mi), and has existed as a local government entity since 1906. The shire was named for Cape Byron, itself named by Captain Cook in May 1770 in honour of Vice-Admiral John Byron.

Byron Shire Council is seeking not-for-profit organisations or government entities to licence the Community Demountable building at 15 Tincogan Street, Mullumbimby, for delivery of regular, low-cost or no-cost mental health services to the local community.

Key requirements:

- Not-for-profit status (for-profit organisations will not be considered)

- Mental health, psychosocial support, clinical outreach or care navigation services

- Regular, ongoing service delivery (not one-off events)

- Appropriate governance, supervision, credentialling, and insurance capacity

Council is primarily seeking sole occupancy of the site; co-location may be considered where it complements the primary service. Initial licence term of three years, at annual licence fee of $2,000.

The Site was previously used to deliver the Safe Haven Mullumbimby mental health service until funding ended 30 June 2026. The building comprises two connected demountable pods (~43m² enclosed, plus deck), semi-furnished. Permitted operating hours under the Development Consent are Mon–Fri 8am–7pm and weekends 9am–2pm.

Eligible activities include mental health support, early intervention, care navigation, telehealth-enabled care, and group programs.

Applications from for-profit organisations, or for services unrelated to mental health/psychosocial support, will not be considered.

Beyond meeting the core requirements, strong applications will demonstrate; clear evidence of community need and low-barrier access, robust clinical/operational governance and risk management, financial sustainability for the full licence term, cultural safety for Aboriginal and Torres Strait Islander people and other priority groups, and established local partnerships and referral pathways.
