James Cook University (JCU) is seeking suitably qualified contractors to deliver high voltage (HV) infrastructure

upgrades at the Townsville campus as part of a broader program to improve network reliability, safety and

future capacity.

The works comprise the supply, installation, testing and commissioning of HV electrical infrastructure, including

associated civil works and modifying and reconfiguring portions of the existing 11kV reticulation network.
Background information / Compatibility requirements
Details
The scope includes two primary components:

• Townsville HV Modification – Blue and Red Feeder: Intent is to underground portions of the blue

feeder and red feeder along Jospeh Banks Drive and James Cook Drive. This includes, but is not limited to

installation of new HV cabling, conduits, pits, reconfiguration of feeder arrangements, installation of new

GMSs, RMUs and substations, reconnection of existing assets, extension of the site-wide global earthing

system, and removal of redundant overhead lines and poles along key campus routes. Integration is

required with contractor delivering footpath and earthworks on Jospeh banks drive to ensure minimum

design cover achieved.

• Townsville HV Modification – GMS Install: Delivery, installation and integration of Gas-insulated ring

main unit switching infrastructure at the front of campus as part of HV fault level mitigation works. The

intent is to cater for the increased prospective HV fault levels and provide switching capabilities for

reconfiguring the network. This includes, but is not limited to GMSs Installation with associated earth grid

provisions.

Will high vis / long sleeve clothing with steel cap boots (possibly helmet & safety glasses etc) be required for the tender walk through on the 3rd Sept? OR will general office wear and enclosed shoes be satisfactory?

Please confirm whether existing LV distribution drawings and maximum demand data for the affected substations and switchboards will be issued as an addendum.

Enfra require this information to determine the extent of LV loads requiring temporary supply and to accurately size and price temporary generation during the proposed outage and changeover works

Contractor is to refer to single line diagrams for substation sizes i.e. Drawing E400 from ‘001388_Attachment 2_STP25-1431 Electrical_Blue Feeder HV Upgrade_IFT Drawings_Rev A_25.08.2026’.

Contractor is to allow to cover existing substation downtimes accordingly based on their own staging plans. Further specific information can be provided to the successful tenderer once they have been engaged and have finalised their outage and staging plans which may or may not require the use of temporary generators, depending on network configurations and proposed downtimes.

Commercial offers have been received for the specified ABB SafePlus switchgear, with current supplier lead times advised at approximately 28 weeks from approved drawings.

It is understood that the intended project programme may require the works to be completed earlier than the current lead time would allow.

Can JCU please confirm whether the advised 28-week lead time is acceptable for the project?

Alternatively, would JCU consider alternative switchgear options where equivalent technical requirements can be achieved with improved lead times, subject to JCU review and approval?

We request that JCU consider a one-week extension to the current tender closing date.

Given the nature of the project, the proposed methodology and sequencing of the works will be critical to developing a practical and achievable delivery approach. The additional time would allow for these requirements to be more thoroughly considered and for a more detailed and well-developed tender response to be provided.

Additional time would also allow key subcontractors and suppliers to properly review and refine their offers and pricing, particularly given the specialist nature of several components of the works.

Tenderers are to refer to the single line diagram for the relevant ratings and plan accordingly for outages required during cutovers in accordance with the tender documentation. * the existing bank near US48 will be removed during this process can you advise if the existing comms piuts/ conduits and cables in this area will be part of the civiol works package by others?" as well as Poe U11 is in this area and needs to remaion until tyhe HV cutovers how id this pole being temporary supported with the surrouinding area being dropped by 1.5m? As part of this tender do we need to allolwe for a tempooary support structure as in order to trench we need to below the expected level?
