Ballina Shire Council is located on the New South Wales Far North Coast, 770 kilometres north of Sydney and 190 kilometres south of Brisbane. The Shire, an area of 484 square kilometres, is set amongst a picturesque rural-coastal landscape and enjoys a temperate to mild subtropical climate.

The Shires resident population is approximately 45,000 with major service centre Ballina servicing the major townships of Alstonville, Lennox Head, Wollongbar, and Wardell. As well as a number of smaller villages and localities including Cumbalum, Teven, Tintenbar and Knockrow.

Ballina Shire Council is seeking tenders from suitable Vendors for an online timesheet, attendance, leave management and award interpretation solution. The solution is intended to provide consistent, electronic and audible processes for office, depot, mobile and field-based staff while improving payroll accuracy, accountability, compliance and workforce reporting.

The required solution must support electronic records of work, leave management, workflow-based approvals, automated interpretation of relevant industrial instruments, payroll validation, and integration with Council’s existing payroll and enterprise systems.

Council will retain Civica Altitude as its payroll system of record. Replacement of the existing payroll capability is outside the mandatory scope of this procurement. Tenderers may identify broader payroll functionality only as a clearly separated and separately priced optional future enhancement.

Council currently has approximately 450 staff on its payroll. This estimate is provided for indicative sizing and pricing purposes only and may vary during the contract term.

Council uses Civica Altitude for payroll processing. Office-based staff use electronic timesheet and leave functionality, while field-based staff continue to rely more heavily on paper timesheets, manual leave forms, supervisor approvals and handwritten notations.

Paper records completed by field-based staff are manually entered into Civica Altitude by Payroll staff. This creates double handling, additional administrative effort and avoidable payroll risk, as well as inconsistent practices and levels of auditability across the workforce.

Council is therefore seeking a practical solution that can accommodate its workforce complexity, including mobile and field-based work, while integrating with the existing payroll environment. This specification sets out the capabilities, implementation approach, integration requirements and service expectations against which tender responses will be assessed.
