PROJECT: Oasis Energy Efficiency Upgrades Project
LOCATION: Oasis Aquatic Centre, 50 Morgan Street, Wagga Wagga NSW 2650
SCOPE: The Scope of Works under this RFT is to remove the existing plant, install electric heating and cooling systems and air handling systems in a new plant room and to upgrade the control & monitoring systems.
PRE-TENDER BRIEFING: A Pre-tender Meeting will be held on Thursday 12th February 2026 at 1PM at the Oasis Aquatic Centre, 50 Morgan St, Wagga Wagga.
A follow-up Pre-tender Meeting will be held on Thursday 19th February 2026 at 1PM, at the same location.
It is expected that Contractors attend at least one of these meetings. Please confirm your attendance by email prior to the meeting: procurement@wagga.nsw.gov.au
Update: A technical specialist from Beca will be joining briefing #2 and will be available to answer technical or design questions while onsite.
All required documents must be returned with Tender Submission.
This is a Lump Sum Contract.

Since 2019, the Oasis Planning Team have expanded on the endorsed master plan through GHD and WRA to develop more detailed concepts.
The GHD plan has been superseded by the WRA plan. As such, please disregard the GHD reference.
Current WRA masterplan is provided as attachment: “Addendum 3 - A – Oasis Updated Master Plan”.
A further revision to this plan is included as “B - Oasis Updated Master Plan – Revised Substation Location” .

b. Mechanical drawings require us to demolish floor grilles and install new ones.
Could you please clarify the requirement?
3. Referring to specifications 11.03.05 – Aluminium Louvres and the architectural drawings; the specified Louvreclad Venus series is not acoustic, however the specs also mention “acoustic fixed louvres”. Could you please clarify the requirement.

1. The details under Specification 16.04.08 is a generic specification for bollards if/as required, noting doorways opening towards car park / access way.
2. The design intent is for the metal floor grilles within the pool hall to be modified as required to meet efficient air flow requirements. The preliminary work completed by Beca suggests that existing 200mm wide grilles need to be reduced to 100mm wide to optimise air flow and minimise condensation. Contractors may achieve the design intent by replacing the existing grilles with narrower grilles or fitting plates internally to the existing grilles to effectively reduce the opening. Either methodology is acceptable to the Principle.
3. The acoustic performance of the louvres shall be as required to meet acoustic advice relating to mech noise and provide a compliant design and facility. An assessment of the acoustic performance requirements for the louvers (noting the open roof and proximity to sensitive receivers) has not been undertaken. LouvreClad Venus series vents are indicated and will be subject to change upon detailed acoustic assessment by the Contractor. All costs associated with achieving an acoustic compliant design are considered within the Tenderers scope and will not constitute a variation.

1. A limit below the transitional threshold (750) is nominated.
Refer Attachment B – Section 5.1.3.
Council preference is for lowest GWP potential refrigerant that is safe and provides futureproofing against upcoming phase outs, in a durable, cost-effective system. Council will work collaboratively with the Contractor to strike the right balance on these competing priorities as the design is developed.
