Will there be consideration for delivering individual scope, specifically - Arborist Reports, or are QBuild looking for one Contractor to deliver the full scope of works?

There is significant value in ensuring that contract reporting, compliance assessments and investigations are undertaken by a party that is independent of the contractor performing the operational works, as this promotes impartial, objective and transparent assessment of performance, reduces potential conflicts of interest, and provides the Principal with unbiased technical advice and recommendations.

QBuild is seeking to establish a panel of contractors to deliver the full scope of works as outlined in Appendix A - Technical Specification and detailed in Annexure B of the SOA Services. Offers that do not fully complete the Schedule of Rates will be deemed non-conforming and will not be considered.

Arborist reporting services will be required on a case-by-case basis as part of the broader scope of works.

Question:
In reference to the schedule of prices the list does not include any equipment required to tow the listed items in that section. Where do we put prices for trucks that carry mulch and pull woodchippers? Where do we put prices for utes that carry toolboxes for tools of the trade? There is a part D section for plant and equipment adjustments but that is limited to a maximum of 10%. My truck is worth more than 10% of my woodchipper price! Do you have a formula for working this out?

We also have a range of woodchipper, truck, EWP and stump grinder sizes that are suited for access etc at different properties and these are priced differently. Is there a section where we can list these or do you require a specific size in this SOA?

Suppliers can incorporate these costs into their hourly rates or if they consider it part of the wood chipping fee for example they can include it into the SOR item pricing. There is also an attendance fee or travel rate for each zone which includes the costs of the vehicles in both cases. This is a business decision for suppliers to consider where they want to allocate their pricing.

We included a question (3.7.3) in the further information section of the Part C requesting the supplier to list all equipment/machinery owned by their organisation, however we could not include a SOR item for every piece of equipment and/or machinery due to the range and sizes of these items.

Please note also that Plant and Equipment fees are for hire charges as per Section 4 – 4 Materials and plant equipment hire of Annexure B Scope of Services.
