The Department of Families, Seniors, Disability Services and Child Safety (DFSDSCS) (the department) administers the Queensland Community Transport (CT) initiative as part of the Queensland Government’s ongoing commitment to enabling economic participation, supporting healthy communities, and reducing social isolation for Queenslanders.
Community Transport contributes to the department’s vision for Thriving Queensland communities, where people of all ages, backgrounds and abilities can participate, are included and resilient, and enjoy high levels of social and economic wellbeing.
Community Transport is a key enabler of economic and community participation. It provides a critical service across Queensland, enabling vulnerable and isolated Queenslanders to connect to and access vital services, particularly where other public or private transport infrastructure is in low supply.
The purpose of this procurement activity is to purchase community transport services in 11 locations listed in Part B below. This funding is targeting locations that have been assessed as requiring additional service provision to currently funded areas or areas where there is no current provision.
Service delivery is expected to commence from 1 April 2026 to 30 June 2028.
Suppliers will be able to submit a quote/application for either one or multiple locations. If a supplier chooses to submit an application for more than one location, a separate Response to Evaluation Criteria must be submitted for each location. Suppliers can apply for areas in addition to those they are currently funded to provide Community Transport but must demonstrate capacity to take on additional locations without affecting service delivery to existing clients.
The Supplier will deliver Community Transport services as described below:
Community Transport provides transport services that focus on enabling service users to:
• access their community and essential services;
• participate socially and economically; and
• maintain their independence
Service delivery incorporates, if required, appropriate assistance based on individual Service User needs, to get in and out of their home and the venue they are accessing.
Community Transport delivers services that support the needs of the individual Service Users and can be provided on a one-to-one basis, in groups, or in aggregated arrangements.
Community Transport is provided to eligible Service Users. Eligibility criteria are that the service user must:
• be under 65 years of age
• experience transport disadvantage due to issues such as being:
o a person with a chronic health condition
o a person who is financially disadvantaged and has limited access to affordable private or public transport

The Human Services Quality Framework (HSQF) is the quality framework for suppliers delivering ‘human services’ (also referred to, including in this RFQ, as ‘social services’) under service agreements with a number of Queensland Government departments and other providers of human services as outlined in the document titled ‘Human Services Quality Framework – Measuring quality, improving services’ (also referred to as the Quality Framework) located on the HSQF website at https://www.dcssds.qld.gov.au/our-work/human-services-quality-framework/overview-framework.
The HSQF was developed in partnership with the non-government sector to reduce duplication and compliance burden for suppliers, while maintaining important safeguards for clients. The HSQF contains a set of common standards, known as the ‘Human Services Quality Standards’ (also referred to as the Quality Standards) that cover the core elements of quality service provision and provide a benchmark for measuring the quality and consistency of service delivery.
The Quality Framework outlines:
• the methods used to assess suppliers’ compliance with the Quality Standards, which include certification by an independent third-party certification body, self-assessment or recognition of a supplier’s existing accreditation under another quality system;
• the demonstration method that applies to all service types; and
• the business rules and exemptions that may apply, including how funding levels impact on the method of demonstrating compliance with HSQF - for example, suppliers that receive lower levels of funding may only be required to complete a self-assessment against the Quality Standards or they may be exempt from demonstrating compliance or other current accreditation or certification may be accepted as evidence that the services are being delivered in compliance with the Quality Standards.
Suppliers delivering human services that are in-scope for certification under the HSQF are required to contract an approved independent third-party certification body to assess their compliance with the Quality Standards. Suppliers are responsible for meeting all costs associated with achieving and maintaining certification for in-scope service types, including the cost of third-party audits.
Suppliers should review the Quality Framework and other information on the HSQF website at https://www.dcssds.qld.gov.au/our-work/human-services-quality-framework to determine how the HSQF applies and consider and build the cost of HSQF compliance into the development of their quotes.
Questions about the HSQF and how it applies to the Services for which quotes are sought under this RFQ should be directed to the Contact Officer (see Section 1, Part D, item 12).

As part of delivering services the supplier will:
• complete an intake screening process to determine the eligibility of Service Users
• ensure the transport of Service Users is provided by a person with an appropriate and valid licence
• develop and administer a clear and accessible fees schedule. A Service User must not be refused a service based on their inability to pay.
