Details
The purpose of this EOI is to engage with industry prior to commencing the formal procurement process to better understand market capability, capacity, appetite and potential risks associated with the delivery of the Mount Peter Sewer Rising Main project.

The EOI will seek feedback on the proposed scope, delivery approach, packaging options, procurement strategy, risk allocation and social procurement requirements to ensure the project is structured in a manner that maximises competition, encourages innovation and delivers value for money. Information obtained through the EOI will be used to inform and refine the procurement strategy and tender documentation prior to release to market in FY27.

The Mount Peter Priority Development Area (PDA) was declared on 30 July 2025 and the Mount Peter PDA Interim Land Use Plan is now in effect.

The PDA covers approximately 2,650ha of land in the Southern Growth Corridor in the Cairns Regional Local Government Area. The area is bounded by the Wet Tropics World Heritage Area to the west, the Bruce Highway to the east and extends from the existing community of Edmonton in the north to Mackey Creek in the south.

The Mount Peter PDA was declared at the request of the Cairns Regional Council to provide a streamlined planning framework that accommodates the future housing needs of the Cairns region. The area is recognised as a future growth area in the Far North Queensland (FNQ) Regional Plan.

The Cairns South State Development Area (SDA) was declared in November 2018 as a special economic zone for regionally significant industrial development to support the long-term needs of the economy and create jobs in the Cairns region.

On 21 February 2020, the Cairns South SDA was varied to include an additional 303 hectares of land around the Mulgrave Mill to support the Mulgrave Mill’s future diversification plans, including industrial development opportunities that value-add to the sugar refining process.

The SDA is now a total of 1159 hectares over two separate areas at Wrights Creek and Gordonvale. The funding and building of infrastructure is key to facilitating development within PDA and SDA locations.
