What the buyer is requesting
Details
GIICA is seeking to engage with experienced and qualified principal consultants to undertake concept design services to finalise Project Validation Reports (PVR) for the following Games Venues:
Venue 1 - Toowoomba Showgrounds.
Venue 2 - Rockhampton Flatwater Facility.
Venu 3 - Brisbane International Shooting Centre.
Venue 4 - Queensland Tennis Centre.
Venue 5 - Chandler Sports Precinct.
These venues serve as major regional hubs, hosting a range of sporting and community activities, and are used by local, regional, and community sporting organisations.
Each facility has been identified to undergo upgrades to meet Games requirements and world-class standards. The works will enhance existing infrastructure, improve functionality and amenities, and increase capacity where required to support national and international event hosting opportunities. The upgrades will build on the existing status and reputation of each venue, providing modernised facilities and enabling the venues to continue serving their communities while accommodating large-scale events.
Specific improvements include modernisation of infrastructure, enhancements to spectator amenities, and the provision of new seating or upgrades to existing seating capacities, allowing the facilities to host high-profile competitions. These upgrades will also leave a long-term legacy by supporting continued community use and attracting future sporting events. Full details will be provided in the ITO documentation.

Question
:
Good afternoon,
Could you please clarify whether submission of the registration form is intended exclusively for Principal Consultant roles across all consultants, or if it is also applicable to consultants seeking lead roles within their specific disciplines, those considering joint ventures with others interested in the Principal Consultant role, or those wishing to participate as sub-consultants?
Thanks.

Question
:
Dear GIICA Procurement Team,
We refer to your Request for Registration for Principal Consultant, Project Validation Report, Concept Design Services (VP Reference Number: VP488187).
To assist us in preparing our response, we seek clarification on the following points:
Scope of Services:
Could you please confirm whether this engagement is strictly for design consultation services only, or if it also includes the preparation and management of Project Validation Reports (PVRs)?
PVR Procurement Process:
If the PVRs are being procured to be written and managed through a separate engagement, could you advise if the procurement process for those PVRs follow the same approach as this registration and subsequent ITO process?
Your guidance on these matters will help ensure our submission aligns with your expectations.
Thank you for your assistance. We look forward to your response.

The PC appointed for each individual project will be responsible for developing the design activities up to the Concept Design Stage for each project. These designs will serve as foundational inputs for the PVRs, which will be prepared by a separately engaged PVR Writer (engaged by GIICA). Throughout the process, the PC will collaborate closely with the PVR Writer to provide compliant technical and design documentation required for government investment decisions.
PVR Procurement Process:
If the PVRs are being procured to be written and managed through a separate engagement, could you advise if the procurement process for those PVRs follow the same approach as this registration and subsequent ITO process?
No, a different approach has been utilised and a selective tender process has been followed.

Question
:
The documentation suggested that you must be registered in country, is this correct or can companies based in the UK only issue a submission as the ROI allowed this?
Answered on 01/Dec/2025 11:55 AM
:
Overseas may register, they will just have to prove through qualifications.
02/Dec/2025 10:57 AM
Question
:
Good morning,
If tenderers wish to submit for more than one venue, does GIICA require a separate submission for each venue? Or may one, consolidated offer be provided with separate price pro-formas etc.?
Thank you.
Answered on 02/Dec/2025 11:01 AM
:
No, there is one Procurement Process for all five venues. Tenderers are to indicate which venues they intend to respond to when submitting their tender responses.
Yes, there are separate response documents for each venue.

Question
:
Dear GIICA,
Our preferred PVR engineering consultant is also tendering for the Delivery Partner role.
We would like to include them on our team as they meet the requirements of the brief – can you please advise how we should proceed.
Thank you.
Answered on 03/Dec/2025 03:41 PM
:
You can proceed on this basis, however if this partner is successful on the DP process they will need to be replaced.
