Details
The Department of Transport and Main Roads (TMR) is delivering the Bruce Highway Targeted Safety Program (BHTSP). The Bruce Highway is a vital 1,673 kilometre north-south corridor in Queensland, connecting Brisbane to Cairns. In January 2025, the Australian and Queensland governments announced a joint funding commitment of $9 billion towards the BHTSP to enhance safety and uplift deficient sections of the highway to achieve a three-star rating.

The BHTSP focuses on sections of the Bruce Highway between Gympie and Cairns with a high safety risk.

Projects to be delivered through the BHTSP will be awarded to prequalified contractors and prequalified on the Construction Panel. The BHTSP will be delivered in the following districts:

- Far North Queensland District

- Fitzroy District

- Mackay/Whitsunday District

- Northern District

- Wide Bay/Burnett District

Contract Administration Panel Members may be engaged to deliver a project under either a:

- Transport Infrastructure Contract – Construct Only (BHTSP TIC-CO Contract) (Construct only contract); or

- Transport Infrastructure Contract – Target Cost (TIC-TC Contract) (Design and Construct contract),

Question:
As a company that is already prequalified under IBCP with prequalified resources across all roles

1. Do we need to re list these individuals again?

2. If we have individuals prequalified under IBCP in the future, do we need to list them also on this Panel each time?

Question:
We seek confirmation from the Department regarding our ability to nominate each of the five regions as Priority 1, given that our organisation currently operates across all regions and due to the mobile nature of our resources.

Answered on 21/Nov/2025 10:35 AM:

The applicants are to follow instructions provided and indicate priority from 1 to 5 for the five districts. Please not use priority 1 for all five districts.

Question:
Could you please clarify the intent of the “Not Currently Performing (Yes/No)” column?

At present, the wording seems ambiguous—as selecting “Yes” could imply that we are not performing services in that district, but it could also be interpreted as a double negative (“not currently performing = Yes”). Can you please confirm whether:

“Yes” means the business is not currently servicing that district, or

Whether it is intended to capture something else (e.g. eligibility despite no current engagements)?

I just want to ensure we are interpreting this correctly before completing the table.

Answered on 21/Nov/2025 10:46 AM:

This is to confirm that “Yes” means the business is not currently performing services in that district,

Question:
We request a brief extension to the current submission date for the Bruce Highway Targeted Safety Program (BHTSP) Contract Administration Panel.

Given the scale of the BHTSP and number of districts for consideration, to thoroughly assess and finalise an internal resource mobility and delivery strategy, we respectfully request an extension of five (5) business days beyond the currently stipulated submission date.

We appreciate your consideration of this request and look forward to partnering with TMR on this critical program.

Answered on 21/Nov/2025 11:52 AM:

Thank you for your email. Unfortunately, the tender submission timeframes cannot be extended. Ensure that the required form is completed and submitted by the specified deadline.

Answered on 24/Nov/2025 11:06 AM:
