Toowoomba Regional Council is the local government authority for an area extending from the city of Toowoomba to the east, the townships of Millmerran in the west, Clifton in the south and Yarraman to the north.

Toowoomba Regional Council (TRC) (the Principal) owns and manages the closed landfill (the Site) located at the Crows Nest Waste Management Facility at South Street, Crows Nest QLD 4355.

The purpose of this tender is to engage a Contractor to construct a phytocap as part of the rehabilitation and closure plan, that will cap the retired landfill site. In conjunction with the capping, some land stabilisation work is required to the Eastern bank of the landfill area to safeguard against future landslips.
