The Queensland Police Service (QPS), through its Aviation Capability Group (QGAir), invites quotations from suitably qualified certification bodies to provide ISO9001:2015 Quality Management System (QMS) recertification and surveillance audits.

QGAir’s Certification provides assurance to the Civil Aviation Safety Authority (CASA) and other Queensland Government stakeholders that QGAir operates a robust and compliant quality management system.

QGAir seeks to engage a JAS-ANZ accredited certification body to deliver these services under a three-year contract arrangement.

QGAir currently holds ISO9001 certification, which is due to expire on 10 January 2026. To maintain certification, a recertification audit is required prior to expiry, followed by two (2) surveillance audits during the subsequent three-year certification cycle (anticipated in 2026/2027 and 2028).

To ensure we can provide an accurate quotation for the transfer of your certification, as well as the subsequent re-certification and surveillance activities, we kindly request copies of your current certificates.

This is necessary because the transition from your existing Certification Body (CB) to a new CB must be conducted on a like-for-like basis. Specifically, we need to verify the exact scope and expiry details of your current certification to align our proposal accordingly and maintain continuity in compliance.

Hi,

Some questions below:

1. Will this opportunity be re-tendered every three years (ie, every re-certification cycle?)

2. Will QPS give weighting to certification bodies that can demonstrate local delivery capability in Queensland (including subcontractor/partner arrangements) to reduce travel disruption and support regional economic benefits?

3. Does QPS require all auditor profiles, including subcontracted partners, to be submitted with qualifications, aviation experience, and security/criminal history checks, so that suitability can be assessed upfront?

1. Yes

2. QPS will consider local delivery capability where it provides demonstrable value for money.

This may include:

Reduced travel costs and disruption through the use of Queensland-based audit staff or partners.

Improved responsiveness and accessibility of audit resources.

Support for regional economic activity through local service delivery.

This consideration will not be separately weighted but may be taken into account in the overall value for money assessment.

3. The RFQ requires suppliers to provide details of auditors’ qualifications and experience, including evidence of relevant aviation or government sector expertise. Profiles for all auditors, including subcontracted personnel, are not mandated at this stage. However, QPS reserves the right to request additional information or profiles of proposed auditors prior to contract award or during contract mobilisation, to ensure the audit team meets suitability, qualification, and security requirements.
