The DETSI EMR listing for this site (EMR Site Id 215907) references a Site Management Plan under which redevelopment cannot proceed until the works in the Remediation Action Plan (RAP) are completed and a Statement of Suitability is issued.
Please provide: (1) a copy of the current RAP; (2) confirmation of remediation/validation works completed to date; and (3) a copy of the Statement of Suitability, or its current status if not yet issued.

The Site Management Plan referenced in Section 3.3 of Annexure 1 of the EMR listing relates to a Greyhound Racing Facility proposed by the Queensland Government. This project did not proceed and the City of Logan does not have possession of a Remediation Action Plan or a Statement of Suitability issued for the project.
A Remediation Action Plan will need to be developed specifically for the proposed use of the land by a suitability qualified person. This should be considered by interested parties as this project progresses.

Thank you for your query. Registration was to be made via the LOED website linked in the "Combined Expression of Interest" document. Registration has now closed on the website. Council is able to accept late registrations to 5pm 14 September 2026. Please email tendering@logan.qld.gov.au with the names and company details of those attending (noting it is a maximum of 2 people per company).

Would Council accept an operator-led EOI where the proposed delivery model involves a third-party property developer or investor funding and delivering the base building, with the operator entering into a long-term lease?
If the developer or investor has not been appointed at the EOI stage, what minimum evidence of operator commitment, financial capacity and the proposed delivery model would Council require?

Where a developer or investor has not yet been formally appointed at the EOI stage, Council does not expect respondents to have all project partners fully committed. However, proponents should provide sufficient information to allow Council to assess the credibility and deliverability of the proposal. This may include:
• A clear description of the proposed delivery and commercial model, including the anticipated roles and responsibilities of the operator and future development/funding partner.
• Evidence of the operator's commitment to the proposal, including relevant experience, capability, operational track record and intended level of involvement.
• Information demonstrating the operator's financial capacity to establish and sustain the proposed operation.
• Details of any discussions, market sounding, expressions of interest, or indicative support received from potential development, investment or funding partners.
• An outline of the proposed procurement, partnership or investor engagement strategy and indicative timeframes for securing those parties.
• A commitment to deliver within a reasonable timeline.
• Any other information that demonstrates the overall feasibility and deliverability of the proposal.
Council will assess proposals based on the information provided and recognises that some aspects of the delivery model may continue to evolve beyond the EOI stage. Shortlisted proponents may be invited to provide further detail, clarification, or supporting information as part of any subsequent stage of the process.
