The 21 suburbs of Banyule City lie on 63 square kilometres between 7 and 21 kilometres north-east of central Melbourne. These suburbs are: Bellfield, Briar Hill, Bundoora, Eaglemont, Eltham, Eltham North, Greensborough, Heidelberg, Heidelberg Heights, Heidelberg West, Ivanhoe, Ivanhoe East, Lower Plenty, Macleod, Montmorency, Rosanna, St Helena, Viewbank, Watsonia, Watsonia North and Yallambie. The Yarra River runs along the City’s south border while the west is defined by Darebin Creek.

Banyule’s landscape is gently to steeply undulating, apart from some relatively flat land in the west and on the river floodplains. Native vegetation flourishes in the east and north-east, while exotic trees and shrubs dominate the City’s southern and western parts.

Banyule is renowned for its open spaces and plentiful parklands, especially along the Yarra and Plenty River valleys. There are 466 hectares of council-owned open space in Banyule, as well as substantial areas of parkland managed by Parks Victoria. These provide a wealth of recreational, environmental and tourism opportunities for the region. There are sites of botanical, zoological, habitat and heritage significance, including aboriginal archaeological sites and scar trees, and points of interest associated with the Heidelberg School of Artists.

Petrie Park is a valued local neighbourhood park located in Montmorency, providing play, recreation and informal gathering opportunities for the surrounding community. The project aims to deliver a renewed, accessible and engaging play space that enhances play value, supports a range of ages and abilities, and integrates with the park's existing landscape setting.
Background information / Compatibility requirements
Details
The project is jointly funded by Banyule City Council and the Victorian Government's Department of Transport and Planning. The playground upgrade will be delivered in coordination with the planned Montmorency to Eltham Shared Use Path project, ensuring the design and construction outcomes are integrated with future improvements to connectivity, accessibility and active transport within the surrounding parkland. The works include the supply and installation of new playground equipment and associated landscape construction works to create a safe, inclusive and high-quality public open space for the community.

Question:
Dear Council,

Thank you for the opportunity to participate in the Petrie Park Playground Renewal tender. We would appreciate your clarification on the following items to ensure our tender pricing aligns with Council’s requirements:

1. Could you please confirm whether irrigation works are excluded from the tender scope? We note that no irrigation item has been included in the Fee Schedule and have therefore assumed these works are excluded.

2. Is the contractor required to include maintenance costs in the tender pricing? We note that maintenance has not been included as a separate item in the Fee Schedule. If maintenance is required, could you please confirm the required maintenance period?

3. Several items in the Fee Schedule, including bluestone edging and boulders, are described as “install” only. Could you please confirm whether these materials will be supplied by Council or collected from the Banyule City Council depot, with the contractor responsible for installation only?

Thank you for your assistance.

Dear Tenderer

Kindly see responses to your questions below:

Could you please confirm whether irrigation works are excluded from the tender scope? We note that no irrigation item has been included in the Fee Schedule and have therefore assumed these works are excluded.

- The irrigation works are excluded from the tender scope.

2. Is the contractor required to include maintenance costs in the tender pricing? We note that maintenance has not been included as a separate item in the Fee Schedule. If maintenance is required, could you please confirm the required maintenance period?

- This maintenance period refers to plant establishment and maintenance. Please include pricing for all items listed under Section 8.0 – Landscaping, including the 12-month maintenance period, all as provisional items in the Schedule of Quantities.

3. Several items in the Fee Schedule, including bluestone edging and boulders, are described as “install” only. Could you please confirm whether these materials will be supplied by Council or collected from the Banyule City Council depot, with the contractor responsible for installation only?

- Bluestones are to be reused from site, they are to be carefully removed from their existing location, cleaned, prepared, stored and reinstated in the new locations as garden bed edging, as shown on the drawings

- Boulders and Sawn Boulders are supply and install items.

Question:
1. Edging between SF04 and SF06

Please confirm whether edging is required between SF04 and SF06, where the playground interfaces with grass between the log steppers, logs and rocks. The drawings indicate gaps between the rocks, logs and steppers. Please confirm whether these gaps are intentional or whether the elements are intended to be installed without gaps to form a continuous edge.

2. Totem Pole – Supply and Installation

There does not appear to be an installation detail for the totem pole. Please provide the installation requirements, including footing and fixing details. Please also confirm that the totem pole will be supplied by Council and that the contractor is responsible for collection from the Council depot.

3. Tree Staking Requirements

Please confirm the number of stakes required per tree, as the drawings contain conflicting notes specifying both two and three stakes per tree.

4. Tree Planting Quantities

Please confirm that the required tree planting quantity is eight (8), as nominated in the Plant Schedule, rather than seven (7), as identified in the Pricing Schedule.

5. Shrub, Tufting and Grass Planting Quantities

Please confirm that the shrub planting quantities nominated in the Plant Schedule include shrubs, tufting plants and grasses. Please also confirm that the required planting quantity is 69 plants, as nominated in the Plant Schedule, rather than 70 plants, as identified in the Pricing Schedule.

6. Rock Stairs – Stone Type

Please confirm the specified stone type for the rock stairs. The drawing notes nominate Honey Granite, while the other landscape boulders are specified as Mudstone. Please clarify which material is required for the rock stairs.

7. Logs and Stepping Logs – Council Supply

Please confirm that all suitable logs and stepping logs will be supplied by Council and that the contractor is responsible for collection from the nominated Council depot.

8. Playground Audit at Practical Completion

Please confirm whether the contractor is required to engage an independent playground auditor to undertake a compliance and safety audit upon completion of the works, prior to handover and opening, or whether this audit will be arranged and undertaken by Council. Should we include a separate items in the pricing schedule for this?

9. Mudstone Boulders – Scheduled Quantities

The quantity of Mudstone boulders nominated in the Pricing Schedule (10m3) does not appear sufficient to complete the works as shown on the drawings. Please review and confirm the required quantity.

We note that 32 boulders measuring approximately 850 × 850 × 850 mm would equate to approximately double the volume nominated in the Pricing Schedule.

10. Item 5.03 – Timber Playground Mulch and Drainage

Please confirm whether Item 5.03, Timber Playground Mulch, is to include the 100 mm deep drainage layer and geotextile beneath the mulch, as indicated in the detail drawings.

Alternatively, please confirm whether the playground drainage is to be constructed using agricultural drains in accordance with Details 08/601 and 01/601.

11. Item 5.07 – Hydroseeded Lawn

No specific construction detail appears to be provided for the hydroseeded lawn.

The grassing specification nominates cultivation of the existing ground, preparation of a 100 mm deep soil profile using a 50/50 mix of site topsoil and imported topsoil, followed by hydroseeding with a hardy rye blend.

Please confirm that Item 5.07 is intended to include all associated ground preparation, cultivation, topsoil preparation and hydroseeding works, rather than hydroseeding only.

12. Item 5.02 – Concrete Finish

Please confirm the required concrete finish for Item 5.02. The Pricing Schedule nominates exposed aggregate concrete, whereas the specification refers to coloured concrete with a broom finish.

13. Timber Garden Bed Edging

Timber garden bed edging is shown in the construction detail drawings. Please confirm whether timber edging is required as part of the works and, if so, identify the locations and quantities to be included in the tender.

14. Concrete Edging – Detail and Specification

No construction detail or specification appears to have been provided for the concrete edging.

Please provide the required concrete edging detail, including dimensions, concrete strength, reinforcement requirements (if applicable) and finish.

Question:
Good afternoon

Would council consider a two-week extension to the Tender Closing Time, from Monday 9 November 2026 at 3:00pm to Monday 23 November 2026 at 3:00pm. The 21-day tender period includes the Melbourne Cup public holiday (Tuesday 3 November).

The extra time would allow us to submit a fully compliant, well-considered tender that gives Council better value.

Thank you for considering this request. We look forward to your response.

Dear Tenderer

Unfortunately on this occasion we cannot issue any extensions to this RFT, we are working towards a very tight deadline on this one

Kind Regards
