Griffith University (“Customer”) is seeking responses to this ITO from experienced early childhood education providers interested in collaborating to deliver an early childhood education and care centre (ECEC Centre) within a broader Early Childhood Hub (EC Hub) at our Logan Campus.

The preferred supplier will have demonstrated experience in delivering and operating new early childhood centres in Queensland. Suppliers must be a;

*Must have either a national presence in the provision of ECEC centres or a demonstrated ability to engage and influence a national agenda.

Question:
Supplier A have undertaken a catchment analysis that suggest the ratio of children to places in 2.1, which we would consider balanced in terms of supply.

Given this, we anticipate that the demand for ECEC will be predominantly localised to the University. It would be beneficial to understand the physical workforce on campus and the nature of their general attendance (how many days per week).

It would also be beneficial to understand the extent of current demand on campus and if there is a waitlist of parents seeking immediate care.

Griffith University’s Logan campus is home to approximately 2000 students. The staffing profile of the campus varies on a day to day basis. We do not currently have a waitlist for care on campus as this is the first time in recent years we have approached the market to work with a provider to progress an ECEC on the Logan Campus.

To assist prospective suppliers, we wish to share that in late 2023/early 2024, Griffith undertook a desktop analysis to ascertain demand for childcare in the broader catchment of Meadowbrook. The study revealed that while there was “no immediate need for a new long day care centre at the site as the local catchment offers much choice and availability, by 2029 it’s estimated that local market could sustainably support up to an additional 60 places without negatively impacting the existing supply network. The need for a stand-alone kindergarten on campus is more evident however with none existing in the local catchment at present.”

As mentioned in the supplier briefing however, this analysis predates the Federal Government’s decision to remove the activity test for eligibility of CCS. It also does not account for growth in the Meadowbrook area. For example, at the entrance to the Logan Campus, Economic Development Queensland are progressing a housing project with approximately 400 dwellings. The Logan Hospital is also undergoing a major expansion over the next 5-10 years which will also bring in more healthcare workers potentially needing care.
