Details
MidCoast Council is seeking a suitably qualified contractor to complete the construction of the Taree Recreation Centre. The project is partially constructed, with works delivered to date including site set-out, excavation, slab construction, underground electrical conduit, and hydraulic rough-ins including a 32mm water service and floor wastes to change rooms. External works such as surrounding pavement and stormwater infrastructure have also been completed. Starter bars are in place for the next stage of blockwork.
Council now invites tenders to carry out all remaining works required to deliver the facility in full, in accordance with the project documentation. This includes completion of the superstructure, internal fit-out, electrical and hydraulic services, mechanical installation, and all external and finishing works through to final commissioning and handover.
Full design documentation will be provided. Tenderers are encouraged to attend the mandatory site inspection and may submit RFIs by 22.08.2025 to clarify any scope or interface matters.

Details
Once complete, the Taree Recreation Centre will include male and female amenities, home and away change rooms, accessible facilities, a REF room, first aid room, and storage areas. The building will feature a blockwork structure with versilux insulated panel roofing, supported by structural steel columns and beams. Construction will also include internal partitions and fit-out, acratex coating, tiling, electrical and hydraulic rough-in and fit-off, roller doors, ventilation security screens, palisade gates, and secure fencing around the service compound.

Professional Indemnity Insurance has been excluded from Section 7 Insurance Requirements of the Response Schedule.

The Builder (Contractor) is not required to hold Professional Indemnity (PI) insurance, as they are not tendering in the capacity of a designer or in instance, hydraulic engineer.
If the Builder engages a subcontractor to undertake specialist works, it is comparable to ensuring that subcontractors hold the necessary qualifications for their trade. For example, if a Builder engages an electrician, that electrician must be appropriately qualified and licensed.
Similarly, if the Builder requires hydraulic drawings to enable their plumber to install simple water reticulation, they must engage a suitably qualified professional to prepare those drawings. This requirement will be captured under Item 13 – Key Personnel and Item 14 – Sub-Contractors, which will identify whether such expertise has been engaged. If a professional service is required, this will in turn trigger the need for relevant insurances (including PI cover) to be provided by that professional.
Ultimately, the responsibility lies with the Builder to ensure that any subcontractors they engage are competent, qualified, and adequately insured. As an example, if I were procuring a design service, I would not engage a designer who did not hold the required Professional Indemnity insurance.

Has the existing infrastructure have sufficient capacity to provide the required flow rates for the new & existing fixtures as required by AS 3500?
Is Council providing the Pressure & Flow rate tests to calculate pipe sizing?
Who is responsible if the existing infrastructure does not meet the AS 3500 requirements?

We kindly request a 10 days extension to Thursday, 04/09/2025.
With today’s addendums issued and further updates still to come, we want to ensure all subcontractors have sufficient time to review the complete documentation and prepre accurate pricing. Many of our trades typically require two weeks’ lead time, in addition to our own evaluation and compilation process.
Granting this extension will allow us to submit a more thorough and competitive proposal to Council, avoiding rushed pricing and ensuring all scope requirements are fully addressed.

In review of the addendum issued structural drawings we note that the roof and beam detailing has not been changed and the support structural is still indicating the blockwork not full height to the central areas?

We acknowledge the concern regarding the blockwork walls terminating at 2400mm AFFL (with an open gap between the top of the wall and the underside of the roof). These walls are to remain as shown in the drawings, and contractors are requested to base their quotations accordingly.
Recognising the requirement for additional structural support in this area, please include a provisional allowance under the ‘Works Not Captured Above’ section of your pricing schedule. Final details of the proposed roof support will be confirmed in consultation with the project engineer prior to commencement of construction.

This is quite an expensive finish, would council consider sealing the existing slab as the first option and honing as an optional cost if required?

Additional documentation relevant to the project is currently being finalised and will be issued to tenderers once complete. Tenderers are advised that all pricing and submissions must reflect the requirements of these documents once released.
