The Department of Education (the Department) has a need for highly qualified and experienced professional services to assist in developing and implementing a model for optimising the Department’s planning, procurement and delivery of capital renewal programs. The focus of this initiative is the renewal program itself — determining how multiple infrastructure renewal projects can be strategically planned, procured and delivered to maximise efficiencies and value for money.

The objective is to develop an optimal model for program planning, prioritisation, scheduling, procurement strategy development, and delivery of building asset renewal programs to ensure maximum utilisation of available funding, alignment with best practices, and efficiency maximisation while embedding principles of efficiency, sustainability, and innovation.

Tender Clarification Question:
Could you please clarify how the asset renewal scope will be defined for this tender? The RFP references “infrastructure asset renewal,” and the contract service description states:
“The Department requires highly qualified and experienced professional services to assist in developing and implementing a model to optimise the planning, procurement, and delivery of programs involving small to medium scale capital renewal projects. The focus of this initiative is on the renewal program itself—determining how multiple infrastructure renewal projects can be strategically planned, procured, and delivered to maximise efficiencies and value for money.” (Page 19)
Within this definition, will the asset renewal services include the delivery of new build projects, such as new GLA buildings or entirely new schools? Or does the scope of small to medium scale capital renewal projects explicitly pertain only to the renewal, upgrade, and maintenance of existing assets—therefore excluding any new build works?
Clarification will assist in fully understanding the scope of services expected under this tender.
And are you able to provide more clarity or examples of the project sizes and scope of the assets covered in the renewal program.

Please see below clarification questions:
Question 1. Can you please confirm duration of Stage 1 as Clause 5 of Schedule 1, Part B states 3 months from time of contract award, and Milestone 6 in Clause 11 states the Procurement and Delivery Implementation Plan is required within 18 weeks of commencement? Please confirm if Milestone 6 is also the end of Stage 1.
Question 2. Can you please advise the Department’s shutdown period over the year-end holiday period and if there is an expectation for the successful tenderer to work through the period?
Question 3. Can you please confirm duration of Stage 2? An indicative estimate would be sufficient if you do not have a specific duration.

Noting previous answers and for the avoidance of doubt, is it right to assume that the ALCA and SSIP documents contain reference to new asset requirements and programs across Queensland and as a result the successful tenderer could be excluded from any future capital works and planning for the Department for an extended period of time.
