This procurement seeks to establish a Queensland Government Air (QGAir) wet lease service model to supply two (2) jet aircraft, each aligned to distinct operational performance requirements, with the capability to be deployed simultaneously and independently to ensure support for:

• Donate Life Missions (critical medical retrieval and transport).

• Special Emergency Response Team (SERT) and specialist tactical and counter-terrorism deployments.

• Priority operational requirements, including disaster management and Ethical Standards Command (ESC) activities.

The indicative timetable in Part A Section 1.4, specifies notification of the successful Supplier in December 2025, with the intended Contract start date of 1 January 2026 (or earlier). Can you please confirm whether this interpretation is correct, and whether there is any flexibility in the proposed mobilisation timeframe to ensure the widest possible competitive response?



Question 2.

We note that the proposed Contract Term is four years from Service Commencement. Given this relatively short duration, can the tenderer advise whether there is an intention to conduct a further procurement process in the coming years for a longer-term arrangement, with a more typical lead-in period (for example, 24 months from contract award)? We ask this to understand whether the present Invitation to Offer is intended as an interim measure, or whether it is expected to form the basis of a longer-term aviation services contract.

Answer 1:

The Tenderer should respond with their proposed timeline for implementation, noting that the Queensland Government wishes to commence this service delivery ASAP.

Answer 2:

The resulting contract from this procurement activity is not an interim arrangement. Regarding lead time from Contract execution to Service Commencement, the Customer will be guided by industry, noting the critical services to be delivered are a Queensland Government priority and are required to be delivered ASAP. Service continuation for outer years (extension options) will be a decision of the government.

Reference: Part B: Contract Details, Schedule 1 - Requirements, Section 3: Mandatory Requirements, Item 2.

Question: The mandatory requirements specify that aircraft must have "9 passenger seats."

For clarification: Would an aircraft configuration consisting of eight (8) permanent passenger seats plus one (1) belted lavatory seat satisfy the requirement for "9 passenger seats"?

Please confirm whether a belted lavatory seat is considered acceptable as part of the total passenger seat count for the purposes of this requirement.

No, the configuration proposed is not acceptable. Nine passenger seats means nine cabin configured seats.

In reference to Part B, Schedule 1-Requirements, 3-Mandatory Requirements:

At 5.1.2 Task B, the Destination for the SRG deployment is Perth. The narrative of Task B refers to the requirement for the SRG to have ‘immediate, secure and flexible air transport to incidents statewide’, yet the destination for the SRG for this task is Perth, Western Australia, rather than somewhere in Queensland. Please confirm that this should be a destination in Queensland (Horn Island for Example) and, if so, which destination.

Please note the following correction to Part B Contract Details, Schedule 1 - Requirements, applicable to both 5.1.1 Task A - Donate Life Missions and 5.1.2 Police Special Operations (SERT)

• Aircraft capable of undertaking the most ‘critical’ task:


Brisbane to Weipa non-stop with above Payload; and


Boeing 85% annual winds, ISA +20°C at both ends.

The incorrect reference of Brisbane to PERTH has been replaced with Brisbane to WEIPA.

Question:
Some sections, e.g. Part B (mandatory requirements 3.2) specify that the aircraft requires greater than 9 passenger seats and other sections greater than or equal to 9 passenger seats. Could you clarify please.

Also, the pricing excel spreadsheet specifies 46 hours for the 2nd aircraft. Please confirm this is a typo.
