Details
The Department of Housing and Public Works (the department) is seeking to procure services from a non-government provider (supplier), to deliver a Housing and Support Link Service (the Service) in conjunction with the Gold Coast Hospital and Health Service (GCHHS).

The Service will provide support to young families including pregnant young women aged 16 to 25 who are facing homelessness or are at risk of homelessness while receiving treatment at the GCHHS. The Service will focus on case management, housing assistance, and linking clients to healthcare and social support services. It will also integrate with GCHHS units, including the Waijungbah Jarjums unit, which provides culturally appropriate care for Aboriginal and Torres Strait Islander families.

This initiative will address a critical gap in services for young families including expectant young women in the area. Young people will be supported in line with service type Mobile Support (ST5) and service delivery requirements as outlined in section 3.4 of the Homelessness Program Guidelines, Specifications and Requirements. The Service will operate under a three-year contract, with potential extensions to be determined based on Service outcomes. The successful supplier will be contracted by the department with the Service to commence from 1 November 2025.

Question:
Good Morning,

I am seeking clarification please related to the page limits.

Under Section 6. Evaluation Criteria on page 8 and 9 of the ITO, it states that the page limit for Criteria 2 is two A4 pages and Criteria 3 is the Expenditure Plan only.

However, under Section 7. Checklist on page 10 of the ITO it states that the page limit for Criteria 2 is four A4 pages and Criteria 3 is two A4 pages plus Financial statements.

Can you please confirm which guidance is correct - Section 6 or Section 7 page limits?

With thanks.

Question:
In relation to section 2.5 'Service Operations' and in particular, 'Service Level Agreement with the GCHHS '; can you please advise if there are associated costs we need to include in our budget regarding items like: office space, parking of car/s, use of shared office facilities etc. If so, can we please receive indicative costings to include?

Answered on 10/Jul/2025 04:13 PM:

Dear supplier

Please see response to your question as per below:

Office accommodation will be provided by GCHHS as an in-kind contribution. This does not include costs associated with car parking. Suppliers should undertake their own research to identify car parking costs.

Question:
Hello

Can you please advise, does the listed brokerage amount of $75,000 include GST? If it does, this would mean brokerage in real terms will be $68,181.81 pa Is that correct please?

Answered on 09/Jul/2025 01:55 PM:

Dear supplier,

please note answer to your question below:

The total funding amount in the ITO is GST inclusive. The $75,000 brokerage value in Years 2 and 3 is therefore GST inclusive. The GST exclusive amount is therefore $68,181.81.

Thanks

In relation to Schedule B 2 - Innovative offer.

Would an end point technology product and software solution be considered for inclusion in this project?

For example: we supply and support a unique software platform for managing shared mobile devices, for use in shared spaces, built for security, privacy, and e-resource/online content deployment for the end user. (Deigned securely to be managed by the service provider and health department.)

Under mandatory requirements it says that the supplier must provide:

• copies of the organisation(s) two (2) most recent signed audited annual financial statements and a link to published Annual Reports.

Do the 2 most recent signed audited financial statements suffice? Our company does not have publicly published reports but we can provide these as an attachment.
