Question:
Good morning,

The tender documents stipulate that the Geotechnical Consultant must hold GE3 DTMR Prequalification (Clause 3.3). I understand that this scope of works is a major geotechnical investigation with no design scope, therefore GE2 prequalification should suffice. Can you please confirm?

Thank you for your question.

Project Specific Specification Pss-01: Geotechnical Investigation Requirements supplied in Part 6 Project Specific Docs calls up the below under 3. Investigation Technical Requirements

"3.3 Prequalified Consultant

The Contractor shall engage a Prequalified Consultant to direct and supervise the borehole logging, material sampling, sample testing and preparation of the factual report. The Consultant engaged by the Contractor shall be Prequalified as GE3 under TMR’s Engineering Consulting Scheme.

At least 10 Business Days prior to undertaking any on site geotechnical investigation works, the Contractor shall submit details of the Consultant to the Administrator for approval. [HOLD POINT]."

As part of the tenderers Methodology they are required to provide details on the engagement of a pre-qualified consultant to satisfy point 3.3 Prequalified Consultant.

Question:
With reference to the RoadTek Ivitation to Tender, the Tenderer is to assume that Access Tracks are completed by 2 Dec 2025 for Priority 2 and Priority 3 investigation locations with Practical Completion (PS) nominated on 12 Dec 2025 (i.e. 10 days incl. weekends). Please confirm the following assumptions are consistent with TMR’s intent:

1. The fieldwork component of the investigation for P2 and P3 (where Access Tracks are required) are to be completed within the 10 days (by the PC date).

2. The laboratory testing results and deliverables (Draft Factual Report and Final Report) may be submitted after the PC date.

3. Timing of submission of the Draft Factual Report and Final Report to be coordinated and agreed with TMR and the Designer in development of the investigation program (following award).

4. Field logs are to be submitted progressively as each borehole / CPT is completed.

Thank you for your questions. Please see the below answers.

1. Correct. As part of tender submission provide a program demonstrating achieving PC with that constraint in place. Post award discussions will be held with successful tenderer as the overall works program progresses.

2. Correct. As part of tender submission display the lag time for receiving laboratory testing on the tender program.

3. Correct.

4. Correct – details of how this is completed can be communicated via works methodology.

With reference to RoadTek Invitation to Tender (RFT), in relation to traffic management, please confirm the following:

1. For all Day Works locations, the Tenderer is to assume that RoadTek will supply Traffic Management Plan (out of scope for Tenderer) and the Tenderer is to engage and manage its own traffic control provider (or work alongside RoadTek’s selected traffic control provider where applicable).

2. For Night Works locations, the Tenderer is responsible for traffic control implementation (ie engage and manage the traffic control provider) and in accordance with the provided RoadTek TGS.

3. The RFT stated that RoadTek has provided the Night Works TGS as part of the tender documentation. We had not been able to locate this, please confirm if this has been provided.

Thank you for your questions.

Q1. For all Day Works locations, the Tenderer is to assume that RoadTek will supply Traffic Management Plan (out of scope for Tenderer) and the Tenderer is to engage and manage its own traffic control provider (or work alongside RoadTek’s selected traffic control provider where applicable).

Answer: Day work areas requiring traffic design and implementation will be managed by RoadTek. The sub-contractor will need to provide a 2 week look a head program to enable accurate and time supply of traffic control.

Q2 For Night Works locations, the Tenderer is responsible for traffic control implementation (ie engage and manage the traffic control provider) and in accordance with the provided RoadTek TGS.

Answer: Correct. TGS Design completed by RoadTek. Implementation will be the responsibility of the sub-contractor.

Q3 The RFT stated that RoadTek has provided the Night Works TGS as part of the tender documentation. We had not been able to locate this, please confirm if this has been provided.
