The following course codes related to the training:
HLTAID009 Provide cardiopulmonary resuscitation
HLTAID011 Provide first aid
The selected Contractor must deliver the services in compliance with the Australian Resuscitation Council (ARC) requirements and national standards under the Work Health and Safety Act 2011 (Qld) and Work Health and Safety Regulation 2011 (Qld).

Can you please share approximately how many of Council's employees undergo each qualification annually? Also, can you please provide historical information on how many employees participated in public courses as opposed to group training at Council's sites? Many thanks.

Answer to Question 1: Approximately 160 undergo each qualification annually
Answer to Question 2: We have not sent First Aid Officers to public courses, we have held them here on site privately. However, to ensure we are getting the best value for money, we are moving to a model where we try to engage a provider to run a set amount of First Aid courses/ CPR courses on site throughout the year, however we do have people move areas within our organisation/ leave the organisation and then a new First Aid officer needs to be allocated in their place. In this instance it is not viable for us to hold a privately run course on site, where we would like to be able to send these people to public training sessions.
Most of our employees will be included in private courses on site.

Is there an expectation that the training must be running over 2 days per course?

Training will be delivered face-to-face and the duration of approximately 6 hours for First Aid+CPR, and for those doing a CPR refresher 3 hours.
CPR refreshers can also be completed in the full first aid course leaving after morning tea.
There is no requirement for training to run over 2 days.

Public Liability is required with a minimum of $20M coverage. I will post an amended draft agreement in an addendum.

All training will be face-to-face as follows: First Aid+CPR approx. 6-7 hours face-to-face, CPR refresher approx. 3-4 hours face-to-face. There will be NO online self-paced.

In your previous responses to questions, you indicated that all training must be face-to-face (not blended) and that you expect first aid to be delivered in 6 hours (CPR only in 3 hours). It is not possible to deliver a compliant course in this timeframe. Would you consider a blended course option which has the theory delivered self-paced online over approx. 6 hours plus the practical components delivered over 6 hours face-to-face?

I have a question in relation to Part C - Specification Scope of Work 2.3 Mandatory Requirements
The Offeror must:
Provide training accredited by the Australian Resuscitation Council ("ARC") including ARC-mandated practical and theory components, ensuring participants are eligible for ARC accreditation as First Aid and CPR upon successful completion. ARC -issued cards upon successful completion.
I seek Clarification surrounding this accreditation being mandatory, as an RTO under the National unit of competency and RTO standards does not require this accreditation to be able to train these Units of competency in First Aid and CPR training.
To be able to gain ARC accreditation you must have an Aphra number and these Aphra numbers are specific to Health Professionals such as Doctors, Nurses or paramedics.
ARC accredited training in First Aid and CPR is generally a requirement for employment within healthcare industry.
This mandatory requirement will mean limited organisations can apply for your tender and will also attribute a greater cost to your organisation. I seek to remove this as a mandated requirement to enable our organisation to tender, we have experience in First Aid and CPR training and have recently been awarded the contract to train State Emergency Services personnel across NSW.

The purpose of ARC was to ensure training meets the industry standards, not that we would require RTO to be accredited.
We do not require ARC accreditation for RTO's to be successful in delivering this training.

Yes it is a requirement of the National Unit of Competency that performance and knowledge training and assessment is managed in line with ARC guidelines. Can you please confirm that you do not require Trainers to be ARC accredited either and that you only require a Statement of Attainment Certificate to show the learner has completed the Unit of competency successfully and we are not required to provide and ARC-issued card upon successful completion.
