Question:
We are a specialist geotechnical engineering consultancy providing site investigation, geotechnical analysis and modelling, and foundation and retaining structure design services for infrastructure and energy sector clients. Our services span field and laboratory testing (including soil and rock sampling and testing), interpretation and reporting, and geotechnical input to civil and structural design across dams, roads, bridges and plant infrastructure. We are interested in responding to CS Energy’s Term Engineering Panel RFP and would like to clarify how best to align our geotechnical services with the categories listed in Section C – Scope of Work.

Could CS Energy please confirm under which category or categories in Section C – Scope of Work geotechnical investigation, analysis and foundation/retaining wall design services should be submitted (for example, Civil Engineering, Structural Engineering, and/or Other Engineering – Testing Services such as soil and rock sampling and testing)?

Does CS Energy intend that all geotechnical engineering services (site investigation, geotechnical design, soil and rock testing) be covered within this Term Engineering Panel, or are there, or planned to be, any separate panels or standing arrangements specifically for geotechnical engineering services?

If geotechnical services are to be included within this Term Engineering Panel, are you able to provide any guidance on how you would prefer suppliers to structure their responses and nominate capabilities where services cut across multiple categories (e.g. Civil, Structural, and Testing Services)?

Answered on 09/Apr/2026 02:32 PM:

Thank you for your question.

The site investigation aspects is not foreseen in the term engineering panel.

You are welcome to submit across the categories which are relevant for your services, this is not a RFP which restricts to an application to a single category. For clarity schedule A8 does request confirmation of the categories to which you wish to be considered.

Question:
Hi,

In reference to RFP-1 section A, clause 3.4b), there is a request for proposals to 'contain a price for the complete works...'.

It is understood from RFP-3 Section C - Scope of Work, that the works relate to general services only, and do not reference a specific set of tasks or deliverables.

Please confirm required approach for pricing to reflect the requested services.

Question:
Good afternoon,

In clause 22.4 (b) of the contract document, it states a PI of $10M per claim and in the aggregate is required. We are not able to meet that for civil design, would $5M per claim and $10M in aggregate be acceptable for civil design works?

Thank You.

Please insert any requested changes to the proposed contract into Schedule A3.2.

Question:
Good Morning,

I am clarifying whether a Consultancy needs to be able to provide all Disciplines or can apply for some of those required.

Thank You

Answered on 13/Apr/2026 10:57 AM:

You can apply to all or to specific categories.

Schedule A8 asks to confirm which category to which you wish to be considered for, also please note that Schedule A5 is required to be completed for each category as well.

Question:
Hi there,

In Schedule A8:

- "Sufficient technical information must be provided to allow a meaningful evaluation and should include a Program of Works (Gantt chart) and QA documentation"

Can you please confirm whether this is required at panel response stage (e.g. whether an indicative delivery framework / methodology is to be included), or this would be developed per engagement?

In Schedule A2, Section 2.5/2.6:

For clarity, can you please confirm that Sections 2.5 and 2.6 are intended to demonstrate respondents’ capacity, scale and current workload profile relevant to the Panel, and that respondents may include representative completed and current engagements undertaken for clients other than CS Energy, where they are comparable in scope and value to the services contemplated under this Panel?

Thanks

Answered on 17/Apr/2026 09:48 AM:

1) please ignore the reference to Program of Works.

2) that section is in relation to works for CS Energy and is used for information purposes. The analysis of your capabilities is based on the information provided in Schedule A5 - relevant experience.

For example, the instructions refer to a Gantt chart, which would typically not be relevant for a panel engagement.

Thank you

Please complete the question in the table only and ignore the reference for Gantt Chart.
