Outcomex is preparing its response to the AssetAI-Compatible camera tender, with the original submission deadline of 8 October.

Given the current challenging market conditions, we would like to request a short extension of the submission date by two weeks, moving the deadline to 22 October. This additional time would allow us to ensure that the response is fully aligned with the tender requirements.

Question:
Can you please answer / confirm the following to assist in the completion of the tender response:

1. AI defect detection is core to this RFT, but cl. 6 requires 3 months' notice and consent before any AI System is used. Please confirm:

- The AI System in the successful tender is taken to be consented to when the contract is signed.

- The 3-month notice applies only to later changes to it (as in SR As-A-Service •10, Licensed Software •9 and Hardware •9).

If so, will Council write this consent into the Solution Requirements?

2. Does Council has a current camera or road-defect inspection provider. If it does, what data, imagery and hardware (if any) will be handed over to the successful tenderer.

3.What are the definitions (and ideally an example images) that Council or AssetAI use for the following Appendix A subtypes: Streaking, High Friction Surface Deterioration, Road Surface Failure, Sweeping and Wheel Track Cracking. Please also confirm how Bleeding and Flushing are distinguished.

1. Council confirms that AI defect detection is a core requirement of this RFT.

The AI System proposed by the successful tenderer, as described in its tender response and incorporated into the agreed Solution Requirements, will be regarded as consented to for the purposes of the Agreement when the contract is executed. This consent is limited to the identified AI System, its agreed functions, data flows, processing purposes and operating arrangements.

The three-month notice requirement applies to subsequent upgrades, releases, enhancements or other material changes to an AI System forming part of the Solution. Where a proposed change introduces a different AI System, materially changes the processing purpose or materially changes the way Council Data is processed, Council’s prior consent will also be required under the Agreement.

Council will record the applicable consent in the final Solution Requirements and will retain its rights to require testing, security, privacy, data-protection and acceptance checks before a changed AI System is implemented.


2. Retina Visions is currently contracted for supplying the services detailed in the RFT. Under our agreement with them Council loses portal access upon contract termination. Data can be accessed by Council 14 days post contract termination, provided in CSV or GeoJSON.

3. Streaking - Longitudinal bands or lines of inconsistent binder, commonly associated with spray-seal application, that also impacts adhesion of aggregate to the pavement.

High Friction Surface Deterioration – Visible deterioration or loss of high-friction surface treatment. Typically applied to intersections or at signals where traffic breaks suddenly, aggregate polishes over time or is plucked out.

Road Surface Failure – Collects surface defect that doesn’t align with another category. A general or severe loss of the road surface’s functional integrity.

Sweeping – Collection of material, including loose aggregate, on the road surface that requires collection using a street sweeper.

Wheel Track Cracking - Cracking occurring predominantly along one or both wheel paths, generally associated with traffic loading or pavement fatigue.
