Please see below list of RFI's.

Critical Pavement scope Confirm whether the 2.9 ha Pavement Type A, 2,382 m2 asphalt seal and 314 m2 pad pavement shown on 008-GA01/02 are included in SP1 despite Section 2 excluding future additional storage capacity.

Critical Earthworks model Issue existing and design TIN surfaces/LandXML and the designer's cut/fill report, including shrink/swell and topsoil assumptions.

Critical Schedule 3 Issue Schedule 3 Part A Pricing Schedule and Part B Method of Measurement so this BOQ can be aligned to contractual pay items.

High Rock treatment Issue native CAD polygons or scheduled areas for D50 150 mm riprap, D50 350 mm chute rock and all BIDIM A44 extents.

High Services division Confirm who supplies/installs water, electrical and communications services, completes cutovers, and provides testing. Confirm all underbores remain By Others.

High Existing rock wall Confirm portions to remain, portions to be reconstructed, and the pay basis for damage/replacement.

High Pits Provide pit schedule, dimensions and required rise/trafficability upgrades for every affected electrical and communications pit.

High Fencing Confirm fence height/specification, post spacing, all gate types/operators, bat deflector/tag detail, and whether Windlass fencing is included.

Medium Line marking Provide measured Schedule of Rates quantities or CAD linework for removal and new B-L, B-T, W-L, W-T, edge and pad markings.

Medium Material placement Confirm nominated on-Port location, haul distance and acceptance criteria for excavated and unsuitable material.

Medium Dewatering Provide available groundwater, tide and water-quality data and identify permitted discharge/treatment locations.

Medium Approvals Issue LOC0229 and LOC0222 and confirm all conditions relevant to the civil contractor.

Please see below responses to the RFI's:

1. Pavement scope

RFT000042 is limited to Separable Portion 1 (SP1), comprising the nominated drain remediation and new security fencing/gate works. The approximately 2.9 ha Pavement Type A, 2,382 m² asphalt seal and 314 m² pad pavement shown on Drawings POT-007-008-GA01 and GA02 are not included in the scope of this tender. The broader IFC drawings are provided to show the overall design and relevant interfaces.

2. Earthworks model

POTL will not issue native TIN, LandXML or earthworks modelling files for tender pricing. Tenderers are to determine the quantities required for SP1 from the issued drawings, specifications, Schedule 3 and site information. Any excavation, filling, trimming or reinstatement necessary to complete the SP1 drain and fencing works is to be included in the tendered price. Tenderers remain responsible for confirming site conditions and quantities.

3. Schedule 3

Schedule 3 Part A – Pricing Schedule and Part B – Method of Measurement were issued through the tender portal as part of the tender package. Part A is to be completed and submitted with the tender.

Part B provides the applicable measurement and payment basis and is to be read with the Scope of Works, drawings and specifications.

4. Rock treatment

Rock and geotextile treatments are included only where expressly required for the SP1 drain remediation works. Applicable locations and treatment details are shown on the relevant drainage drawings and details, including the working plans and Drawing POT-007-013-DD01. Native CAD polygons will not be issued. Tenderers are to determine the quantities required from the tender documents and site inspection.

5. Services division

No new permanent water, electrical or communications service installation or cutover forms part of SP1 unless expressly identified in the Scope of Works or Schedule 3. Underbores associated with the future development are by others and are excluded from this tender. The Contractor must locate, verify, protect and maintain existing services affected by its work and coordinate any required temporary protection or access with POTL. Any identified conflict is to be promptly referred to the Superintendent before disturbance.

6. Existing rock wall

Only localised modification, reinstatement or rock treatment expressly shown or required to complete the SP1 drain remediation is included. Other portions of the existing rock wall are to remain undisturbed. Any damage caused by the Contractor’s operations must be rectified by the Contractor at its cost. Payment for specified SP1 work will be assessed under the applicable Schedule 3 item.

7. Electrical and communications pits

No general pit raising or trafficability-upgrade program forms part of SP1. Existing pits and associated infrastructure are to be located and protected. Where an existing pit is directly affected by the specified SP1 works, the Contractor must notify the Superintendent and obtain direction before altering or adjusting it. No allowance should be made for upgrading pits outside the defined SP1 scope unless expressly scheduled.

8. Fencing

The fencing and gate scope is limited to the new fencing and gates identified for SP1. The required locations and details are to be read from Drawings POT-007-011-LM01 to LM03 together with the Scope of Works and Schedule 3. Existing Windlass fencing outside the identified SP1 works is excluded. Tenderers are to include all posts, footings, fittings, hardware, gates, security treatments and other components necessary to provide a complete and operational installation. Any inconsistency between the drawings and Scope of Works is to be identified by RFI before tender close.

9. Line marking

Removal and installation of pavement line marking associated with the future car-parking development are excluded from SP1, except for any minor reinstatement made necessary by the Contractor’s SP1 activities. Native CAD linework and separate measured line-marking quantities will therefore not be issued for this tender.

10. Material placement

Excavated material suitable for reuse is to be managed and placed within the nominated POTL-controlled area, with an allowance for a haul distance of up to 2 km from the work area. The final placement location will be confirmed by the Superintendent before excavation commences. Material is not to be removed from Port land unless directed or approved in writing. Placement is to include the specified bunding, spreading, compaction, trimming, erosion and sediment controls and management of unsuitable or potentially contaminated material.

11. Dewatering

Tenderers are responsible for determining an appropriate dewatering methodology based on their site inspection, investigations and proposed construction methodology. POTL does not warrant the completeness of groundwater or tidal information for tender pricing. Water must not be discharged without prior approval and must be managed, tested and treated as necessary to comply with the contract, environmental approvals and applicable legislation. The Contractor must nominate its proposed treatment and discharge arrangements in its methodology for POTL’s review before commencing dewatering.

Water quality is only known for groundwater and stormwater conditions, so not low flow tidal movement. Any release must ensure it does not cause, or have the potential to cause, environmental harm. Contractor will be expected to define their release process and standards to meet that requirement.

12. Approvals

LOC0229 and LOC0222, together with the conditions applicable to SP1, will be issued through the tender portal by addendum. The Contractor must comply with all conditions relevant to its activities, including environmental protection, access, security, vegetation, erosion and sediment control, water management and notification requirements. Tenderers must immediately identify any perceived inconsistency between an approval condition and the tender documents.

Question:
Hi, can you lease confirm the following RFI's

- Drawing POT-007-008-GA01 shows a maintenance access ramp to be constructed. Is the maintenance Access Ramp part of SP1, if so which item of Schedule 3 is this to be allowed under?

- With the services, as these are privately owned by POTL, will scope for cable supply and install and connection of Comms and Power be undertaken by POTL own Electricians/Technicians, specific to dot point 6 of the Scope of Works document item 5.1

- Will Subsoil outlets through the rock be placed, for future connection to the subsoil drains once pavement is done.

13. The maintenance Ramp is not included in SP1 as it requires the construction of SP2

14. Supply of Cable for both power and Comms will be provided by POTL, The contractor is required to liaise with the Port regarding timing for install and cut over. The contractor is expected to assist the POTL electricians to perform the works

15. All Subsoils and associated infrastructure are omitted from the scope

5. (Re-word) Services Division. The contractor is required to under bore or if unable to, open trench all up 5 envelopers for this project. Details can be found in Schedule 3 Part B
