Details
South Bank Corporation is seeking to establish a panel of qualified and experienced suppliers to support the delivery of its annual events, activations and public programming across the South Bank precinct.
South Bank is one of Queensland's most visited destinations and delivers a diverse calendar of events ranging from small community activations and wellness programs to large-scale public festivals, outdoor concerts, cultural celebrations and strategic partnerships.
To support these activities, the Customer intends to appoint suppliers to a supply panel consisting of six categories of goods and/or service:
• Category A – Temporary Event Infrastructure Requirements
• Category B – Staging, Structures and Rigging
• Category C – Audio Production and Sound Services Requirements
• Category D – Lighting, Vision and Special Effects Requirements
• Category E – Event Production and Technical Management Requirements
• Category F – Event Crew and Technical Personnel
Suppliers may respond to one or more categories and must demonstrate the capability, experience and capacity to deliver goods and/or services for the categories for which they are applying.
Appointment to the Panel does not guarantee a minimum volume of work. Services will be engaged on an event-by-event basis throughout the Contract Term.

This panel presents an opportunity to work with one of Queensland's most recognised public precincts and contribute to the delivery of a diverse and high-profile events program. Successful suppliers will be considered for engagement across a wide range of event types and may have opportunities to support:
• Major public festivals
• Outdoor concerts
• Community events
• Sporting events and activations
• Corporate functions
• Government and civic events
• Seasonal programs and celebrations
• Cultural and arts events.
The panel arrangement is intended to establish long-term supplier relationships that support South Bank's future events and activation program.

Details
The objectives of this Panel are to:
• Establish a pool of pre-qualified suppliers capable of supporting South Bank Corporation's event delivery requirements;
• Provide access to experienced, reliable and responsive event service providers;
• Ensure safe, compliant and professional delivery of event services;
• Support events of varying size, complexity and duration;
• Improve efficiency and flexibility in the procurement of event services;
• Encourage innovation, sustainability and continuous improvement;
• Enable both planned and short-notice event delivery requirements;
• Deliver value for money throughout the term of the Panel.

The page limit for Common Evaluation Criteria is on Page 6 of Part 2 - Supplier Response Form: The total response to the Common Evaluation Criteria must not exceed 2,000 words (approximately 4-6 pages).
The page limit for each Category Specific Response should not exceed 1,000 words (approximately 2-3 pages).

South Bank Corporation delivers a diverse annual events program, ranging from small community activations through to large-scale festivals and major public events. Due to the varying scale, complexity, duration, and operational requirements of these events, it is not possible to provide a fixed forecast of event numbers or crew volumes over a 12-month period. However, last financial year we reported the following:

Personnel Types
We are unable to specific the exact type and make up of the Event Crew and Technical Personnel for each of these events, however roles supporting event setup, delivery and pack-down included:
• General crew (including stagehands, bump-in/bump-out crew and site crew)
• Skilled staging and site crew
• Production assistants
• Wardrobe and costume support staff
• Audio-visual, lighting, audio and vision/video technicians
• Power and generator crew
• Licensed plant operators (e.g. forklift and elevated work platform operators)
• Riggers and other personnel requiring high-risk work licences
• Technical supervisors
• Stage managers
• Production managers.
Indicative Staffing Volumes
Staffing requirements are determined on an event-by-event basis. Indicatively:
• Tier 1 (small-scale events) may require approximately 1 to 5 personnel across multiple role categories
• Tier 2 (Medium-scale events) may require approximately 5 to 10 personnel across multiple role categories.
• Tier 3 (Large-scale events and festivals) may require 10 or more personnel across multiple role categories.
Suppliers should be capable of:
• Providing both small and large volumes of personnel.
• Supplying individual specialist roles or multidisciplinary crews.
• Scaling resources up or down at short notice to meet operational requirements.
• Supporting multiple concurrent events where required.
Panel Arrangements
The final number of suppliers appointed will depend on the capabilities, capacity and role coverage offered by respondents.

Please can you direct me to Part B and Part C of the Request for Tender mentioned in the above? I cant see Part B and Part C in any of the tender documents.

Creative event design, styling and management services are considered in scope under this procurement. While these services are often delivered as part of a broader event production or event management offering, suppliers may also respond where their primary capability is the provision of creative event design, styling, theming, concept development, and related event management services as a standalone offering.

Could you clarify the evaluation and panel appointment time period? The previous iteration of this process was extended over many months to no outcome. Aligned to this is there a directive to assign ongoing works across all panel providers equally on either a rotation basis or based on supplier capabilities within each service stream matched to event requirements. The ability to provide opportunities within this program to more suppliers both big and small will no doubt go towards building overall local industry capacity and capability as we head towards 2032.

We apologise that the previous process was extended over many months without an outcome. We are committed to improving our procurement practices and providing greater certainty and transparency for suppliers participating in South Bank Corporation's (SBC) procurement processes. This procurement process will result in panel appointments, and we intend to have contracts in place by November 2026, ahead of the Christmas and summer events program.
Ongoing work will be assigned based on the requirements of each event. This may occur through direct engagement where only one panel supplier has the specific capability, capacity, or specialist expertise required to deliver the goods or services. Alternatively, work may be allocated through a Work Order process, whereby multiple panel suppliers within the relevant category are invited to submit a quotation for the specific requirement.
Work allocation will not be based on a mandatory rotation or equal distribution model. Rather, engagement decisions will be made having regard to the nature of the requirement, supplier capability, capacity, availability, value for money, and other relevant considerations.
SBC recognises the importance of supporting a diverse supplier base and building local industry capability in the lead up to 2032. Based on the response from the market, we hope to establish a panel with a range of suppliers will provide opportunities for both large and small businesses to participate in our events program while ensuring the most suitable supplier is engaged for each requirement.

Yes. For Category A (and all categories) SBC seeking to appoint both full-scale providers and specialist providers. Respondents are not required to demonstrate capability across the entire range of infrastructure outlined in the hypothetical scenario. Suppliers that specialise in specific infrastructure elements, such as large-scale temporary marquee structures, are encouraged to respond and should clearly outline the scope of services they are able to provide.
