Details
Redland City Council (“RCC”) requires a head Contractor for the construction and upgrade of the existing active Recreation Infrastructure/Recreational Zone including a new and contemporary district level skatepark, BMX track, new pétanque arena, rebound wall and Basketball court, Park Shelter, park furniture and elements, connecting pathways, new Amenities Block and Electrical Pathway Lighting and associated works.

Question:
Amenity block — off-site / modular manufacture acceptability

With reference to Project Brief (toilet amenities block), BOQ item 97 (Supply & Install Two Cubicle Public Amenity Block) and drawing 46661-008 (Finishes Schedule — Toilet Amenity) / 46661-409 (Amenity Block layout):

1. Please confirm whether Council will accept the amenity block being manufactured off-site as a prefabricated / modular steel-framed clad unit (delivered and installed on the specified concrete slab PT3 / BOQ item 38), provided it complies with the finishes schedule, layout, performance requirements, and all required building and plumbing approvals.

2. If off-site manufacture is acceptable, please confirm whether any additional hold points, certification, or documentation (beyond the RFT’s engineer-certified footing designs, plumbing approval, and building approval) would apply.

3. Please confirm whether “final design to be provided at a later stage” (BOQ item 97 note) allows for manufacturer shop drawings consistent with 46661-008 / 46661-409, subject to Council / Superintendent approval.

We are not seeking a change to the amenity’s appearance or performance — only confirmation that modular / off-site fabrication is an acceptable construction method for conforming compliance.

Good afternoon

Thank you for your interest and enquiry regarding this project.

Clause 2.7.5 of the Conditions of Tender advises RCC will not accept an alternative offer. Tenderers are to submit an offer that meets the requirements of the tender package.
