Question:
Could you please clarify how assessment is undertaken where a candidate is submitted for a higher-level IBCP role but is assessed as not fully meeting that level?

For example, if we submit a candidate for IR03 and the assessor determines they do not meet the IR03 requirements, but they do satisfy the requirements for IR02 or IR01, will the candidate automatically be assessed and awarded the lower applicable classification?

Or alternatively, are separate CV submissions required for each individual classification being sought, for example IR03, IR02 and IR01?

We would also appreciate confirmation that the same approach applies across the other role streams, including CA, SEC, IS, PM and similar classifications.

This clarification will assist us in ensuring we submit candidates correctly and avoid unnecessary duplicate CV submissions.

Question:
We currently have a large number of IBCP submissions that remain outstanding from previous quarters. Could you please provide some guidance on the anticipated timeframe for finalisation of these assessments?

We are currently preparing submissions for the latest round and need to make a judgement as to whether some of these candidates should be resubmitted. In a number of cases, the individuals now have almost 12 months of additional relevant experience since their original submission, which may affect the level for which they are now suitable.

We would also appreciate clarification on how we should approach candidates who may not achieve the level originally submitted some time ago. For example, should we wait for the outcome of the existing assessment before submitting them for a lower classification, or should a separate submission be made in the current round?

Having some clarity around the expected assessment timeframe, even if indicative, would assist us in managing these submissions appropriately and help reduce unnecessary duplication and rework for all parties.

Question:
Applying for additional categories while an earlier application is still under assessment.

Where a supplier has an application from a previous quarterly intake still under assessment, and holds no

approved prequalification in any category as at the closing date of this invitation, two questions.

First, can that supplier apply for additional prequalification categories at this intake, or does TMR prefer

that it waits for the earlier decision and applies at the following quarterly intake?

Second, the Application Instructions treat a supplier with no prequalification obtained in any category as a

new IBCP supplier under Step 2, requiring SOA Part A, the ITO Response Form and the Execution page 21. If a

supplier is in that position when it lodges, but the earlier decision is issued in the days immediately

before this invitation closes, does that change which documents should be submitted?

Question:
Nominating a subcontracted individual against a Contract Administration / Project Management category.

For the Contract Administration Services and Project Management (Civil) categories, can a company nominate an

individual who is engaged as a subcontractor rather than as an employee?

A subcontractor form is published for the Survey category but there does not appear to be an equivalent for

the CAS/PM group, so confirmation of how TMR expects such a nomination to be presented would be helpful.

Question:
For a supplier that submitted an application under IBCP Quarter 2, 2026 (TMR12920Q22026) but has not yet received notification of the application outcome, could TMR please clarify whether the supplier should submit a new application under Quarter 3, 2026 (TMR12920Q32026) before the current closing date, or whether the Quarter 2 application remains under assessment and will be progressed without the need to reapply?

If a Quarter 3 application is required or recommended, can documents and information submitted as part of the Quarter 2 application be reused where they remain current, with only information that has changed or requires updating resubmitted?
