What the buyer is requesting

This ITO is seeking Offers for the provision of ICT Professional Services and System Integration from suitably highly qualified and experienced Suppliers to:

A1. Establish TMRICT25194 - Standing Offer Arrangement (SOA) for Identity and Access Management (IDAM) Category.

AND

A2. TMRICT25223- IDAM Uplift, Implementation and Integration Project. TMR (the Eligible Customer) is seeking to engage a prime Supplier under the abovementioned SOA to uplift IAM using Microsoft Entra ID across priority systems. TMR has a high desire to incorporate up to eighty-five (85) systems over 27 months, leveraging lifecycle capabilities in existing solutions such as ServiceNow, Open Text NetIQ, and SAP. TMR will select one (1) preferred supplier under an SOA Contract.

Please review all documents attached to this ITO, including Part A – ITO Particulars and Conditions of Offer, as well as Part B and Part C.

There are six (6) Mandatory Compliance Criteria and four (4) Mandatory Requirements, totalling ten (10) Mandatory items.

One of them is: The Supplier must demonstrate recent experience (within the last three (3) years, from Q2-2022 onwards) that evidences a high level of expertise and organisational maturity in delivering identity and access management (IAM) uplift services, including implementation and system integration, to Australian government entities. This experience must emphasise alignment with Whole-of-Government (WoG) approaches and standards, such as the Essential 8 and the Australian Signals Directorate (ASD) Information Security Manual (ISM).

Please note:

For A2. TMRICT25223-The following is out-of-scope:

a) alternative products purchase to replace or overhaul the existing Microsoft Entra ID suite.

b) new products / tools apart from the eDirectory White Pages database (unless necessary to address an agreed gap where TMR currently has no existing product).

c) the provision/purchase of additional Microsoft Entra ID licences or types of licences.

For A2. TMRICT25223- The Customer to execute a Contract with one (1) preferred Supplier for a project duration of no longer than 27-months (including knowledge transfer and handover to the Customer’s operation team/s, and the completion/sign off including quality, validation, acceptance testing and warranty period).

For A1. TMRICT25194-The Principal to establish a panel of prequalified Suppliers for TMRICT25194- Standing Offer Arrangement (SOA) for Identity and Access Management (IDAM) including ICT Professional Services and System Integration.
