What the buyer is requesting
Details
Palm Island Aboriginal Shire Council invites proposals from suitably qualified and financially capable organisations for the commercial development, establishment and operation of a Workers Accommodation Precinct on Palm Island, Queensland.
The precinct is intended to support Council's extensive capital works program and other construction, infrastructure and commercial activities anticipated on the island over the coming years.
Council seeks flexible, commercially sustainable proposals for accommodation facilities and associated infrastructure, potentially including furnished and air-conditioned accommodation, catering and dining facilities, recreational amenities, laundry, carparking, contractor laydown areas and essential services.
Proponents are encouraged to undertake their own market demand assessments and propose suitable accommodation capacity, development staging, investment arrangements and operating models.
Council's preferred arrangement involves a privately financed and operated facility, with the operator contracting directly with accommodation customers and paying Council rent for the use of the land. Proposals involving Council contributions towards enabling infrastructure may also be considered.
Initial accommodation operations are targeted to commence from April 2027. Council is progressing the Development Application separately, and the successful proponent will be required to coordinate with Council's planning consultants and undertake mobilisation activities concurrently with the approvals process.
Proponents are invited to propose commercially appropriate lease durations, renewal arrangements and rental structures. Consideration will also be given to the potential adaptability of the precinct for future hospitality and tourism accommodation purposes.
The proposed development site is located on Great Palm Island, Queensland, within an area endorsed by Council for this purpose.
Further project details, requirements and submission conditions are provided in the Invitation to Tender documents.
Tender closing date: Monday, 23 November 2026 at 2:00 pm AEST.
All formal tender enquiries and submissions must be made through VendorPanel.
Background information / Compatibility requirements
Details
Palm Island Aboriginal Shire Council (Council) is progressing a substantial capital works program involving housing, roads, utilities, community infrastructure, tourism facilities and other developments. These projects, together with additional investments by government agencies and private developers, are expected to generate significant demand for temporary workforce accommodation on Palm Island.
Existing accommodation facilities have limited capacity to support the anticipated construction activity. Council therefore intends to facilitate the establishment of a commercially operated Workers Accommodation Precinct.
Site and land arrangements
The proposed precinct is located within the Town Area defined under the Palm Island Improved Future Land Practices Indigenous Land Use Agreement (2010). The site has been endorsed by the elected Council, which has confirmed its authority to grant the relevant land interest.
The successful proponent will be expected to enter into an appropriate commercial land tenure arrangement with Council, with the lease duration, renewal arrangements and rental structure to be determined through the procurement and negotiation process.
Planning and development coordination
Council is independently progressing the Development Application through Milford Planning and Langtree Consulting Engineers.
Proponents must ensure their proposed accommodation concepts, layouts, infrastructure requirements and staging arrangements are compatible with the overarching planning and development approval process.
The successful proponent will be required to liaise with Council's appointed consultants and progress mobilisation activities concurrently with the Development Application, targeting initial accommodation operations from April 2027, subject to statutory approvals.
Accommodation and infrastructure requirements
The precinct should provide safe, comfortable, appropriately serviced accommodation suited to Palm Island's remote location and tropical climate.
Proponents should consider accommodation configurations, catering and dining facilities, recreational amenities, laundry, parking, contractor laydown areas, utilities, wastewater management, cyclone resilience, accessibility and other operational requirements.
Accommodation capacity, development staging and infrastructure solutions are intentionally not prescribed. Proponents are expected to assess the market independently and propose commercially viable solutions capable of responding to demand over time.
Commercial considerations
Council prefers privately financed development and operations, with accommodation customers contracting directly with the operator and the operator assuming commercial occupancy risk.
Council contributions towards enabling infrastructure may be proposed where justified. All proposals must include land rental consideration payable to Council.
The potential for future conversion to hospitality and tourism accommodation is desirable but is not a mandatory requirement.
Proponents should refer to the Invitation to Tender documentation, indicative site plan and capital works information for further details.
Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits)
Details
Council seeks a commercially sustainable, professionally managed Workers Accommodation Precinct that supports the delivery of Palm Island's substantial capital works program while generating long-term economic and community benefits.
Desired Outcomes
Establish operational workforce accommodation from April 2027, with capacity and subsequent expansion determined by demonstrated market demand.
Deliver safe, comfortable, cyclone-resilient and appropriately serviced accommodation suited to Palm Island's remote tropical environment.
Provide suitable supporting facilities, including full catering and dining services, recreational amenities, laundry, parking, contractor laydown areas and essential infrastructure.
Encourage private sector investment, with proponents independently assessing demand, securing customers and managing commercial occupancy risk.
Establish a financially sustainable arrangement that generates ongoing land rental income for Council.
Enable progressive infrastructure development and expansion in response to construction activity and other accommodation opportunities on the island.
Support local employment, training, Indigenous business participation and economic development.
Desirable Features (Non-Mandatory)
Private ensuite rooms or self-contained accommodation units.
Flexible modular infrastructure that can be relocated, expanded or reconfigured.
High-quality recreational facilities, including a gym and communal spaces.
Energy-efficient design, renewable energy solutions and sustainable water and wastewater management.
Accommodation and facilities adaptable for future hospitality and tourism operations.
Commercial proposals that minimise Council's financial contribution while providing attractive long-term lease returns.
Conditions and Performance Expectations
The successful proponent will be expected to:
Coordinate closely with Council, Milford Planning and Langtree Consulting Engineers throughout planning, design and mobilisation.
Maintain a realistic implementation programme targeting operational readiness from April 2027.
Comply with applicable planning, building, work health and safety, environmental, cultural heritage and operational requirements.
Maintain appropriate insurances, licences, certifications and documented management systems.
Provide effective facilities management, maintenance, housekeeping, catering, security and emergency response arrangements.
Maintain transparent accommodation tariffs, booking arrangements and agreed mechanisms for future price adjustments.
Meet agreed standards for accommodation availability, cleanliness, maintenance, catering quality, customer service and incident response.
Provide regular performance reporting covering occupancy, accommodation capacity, operational performance, maintenance, safety and agreed community benefits.
Maintain the leased land and facilities in good condition and comply with agreed end-of-lease and site handback obligations.
Key Project Benefits
The project is expected to strengthen Palm Island's capacity to deliver major infrastructure and housing investments, reduce accommodation constraints affecting construction contractors, attract private investment, generate rental revenue for Council and create local employment and business opportunities.
Council also recognises the potential longer-term value of infrastructure that could support hospitality and tourism activities following the peak construction period.
Council welcomes innovative proposals and alternative commercial arrangements, provided they demonstrate financial viability, credible delivery capability, appropriate risk allocation and measurable benefits to Palm Island and its community.
Proponents should refer to Parts A, B, C and D of the Invitation to Tender for the detailed requirements, proposed commercial framework and return schedules.
