Details
The project aims to improve a total length of 2,400 metres of road infrastructure along Quambatook Road. The upgrade covers from Mystic Park – Meatian Road – Quambatook Road intersection (Ch 16.96 Pozi or Ch 0 Plan) to 790 meters south of Holmes Road (Ch 14.56 Pozi or Ch 2400 Plan).
The section of Quambatook Road designated for this project is a collector road that is affected by pavement failures and does not provide sufficient width for two traffic lanes.
Council now requires the services of a contractor to reconstruct the road.

Could Council please comment on whether the road can be fully blocked off for the duration of construction, or alternatively, any access requirements that must be provided to the general public or adjoining landowners? Any information available on frequency and location of the expected access would be appreciated, including whether one lane of traffic needs to remain available at all times?

Per Special Conditions of Contract, full road closure shall not be permitted during the construction period. Commuters must be advised of the upcoming road works through Variable Message Signs (VMS) installed at least one week prior to commencement. Full closure is discouraged on the basis that the subject road is designated as both a Higher Mass Limit (HML) Route and a B-double Heavy Vehicle Route. As such, local access is to be maintained at all times, with traffic managed under a one-lane arrangement for the duration of the works at certain stage as per Contractor's staging plan or methodology.

Could Council please provide the following information in relation to the existing roadside vegetation:
1) Are Council expecting the tenderer to price the trimming and/or removal of roadside vegetation and if so 2) Could Council provide any documentation (Arborist Report or similar) to guide us as to the extents and general nature of the trimming involved?
Alternatively, could Council confirm that the tree trimming and clearing works will be handled prior to the successful contractor being awarded possession of site?

1. No. Tree removal and trimming are not required to be priced and included in the tender submissions.
2. Tree removal and trimming, including the Arborist Report, will be undertaken by Council. These works are anticipated to be completed prior to the commencement of construction works.
