What the buyer is requesting
Details
Seqwater are excited to request Expressions of Interest (EOI) to understand the market for suitably qualified contractors to form a Preferred Supplier Panel for sustaining capital works.
The eventual panel will engage contractors for an initial three (3) year period with an option to extend by two (2) years, and then by an additional two (2) years, delivering essential infrastructure works that maintain, renew, and upgrade existing assets including civils infrastructure such as dams, weirs, and roads, network assets such as piping, valves and flowmeters, and energy/electrical systems such as High Voltage switchboards and variable speed drives.
Shortlisted respondents will be invited to tender through a subsequent Request for Offer (RFO) process.
This EOI:
• Sets out Seqwater’s requirements including specifications of sustaining capital works, supply timing and other considerations.
• Invites Respondents to detail their experience and capability in supplying the required sustaining capital works.
• Sets out the panel’s proposed commercial framework.
No pricing is required at this EOI stage. Seqwater may, in its absolute discretion and sole judgement, accept or decline an EOI and consequently an invitation to participate in a RFO process to any individual or Company. Lodgement of an EOI does not result in any contract, commitment, or obligation from either party being established.
Seqwater is seeking experienced contractors to form a panel arrangement that:
• Provides geographic coverage across SEQ, including remote areas.
• Is of a suitable size to ensure sufficient capacity and continuity of work.
• Is able to deliver construction with low/moderate/high complexity and value profiles through suitable call-off modes of contract.
About Seqwater

We are one of Australia’s largest water businesses with the most geographically spread and diverse asset base of any capital city water authority. Our operations extend from the New South Wales border to the base of the Toowoomba ranges and north to Gympie.

Question
:
In regard to Hurdle Criteria N0.2 QBCC licensing, Would SEQWater consider progressing an organisation through the EOI stage if the process is underway and a commitment to obtaining the required license no later than the RFO Second Stage?

Question
:
We understand that Seqwater provide trunk water infrastructure and pipelines and believe that works on these assets would fall under the Civil Category Runway 1.
As a contractor that work on trunk and reticulation infrastructure assets for other water authorities, it is also clearly understood that any work on the pipeline infrastructure within public land, the contractors do not require a QBCC licence/s.
Contractors do not need a license if:
1. Working on a water reticulation system, sewerage system or stormwater drain that isn’t within private land;
2. Constructing, extending, repairing or replacing either a water reticulation system, sewerage system or stormwater drain, where infrastructure does not connect a building to a main of the system or drain.
By explicitly requiring a QBCC licence, Seqwater are limiting the number of experienced (pipeline) contractors that can qualify for this panel.
Before making a decision as to whether we continue, can you please clarify as to whether a QBCC licence is required for works not deemed to be building works.

Question
:
We are a provider of specialist survey & mapping services, with previous extensive involvement on Seqwater projects.
This EOI appears to call for capital works for D&C works, where survey is an integral element, be it pre-design mapping, digital twin development, structural monitoring, construction dimensional control and spatial data record keeping.
The EOI criteria though appear to exclude us from consideration, as it is narrowly focused on building trades and engineering design.
Is there opportunity in the EOI for a non-conforming response for not holding trade licenses or REPQ registration, even though we hold SBQ registration and will be able to satisfy all of the other hurdle criteria?

Question
:
If we are applying for 2 categories, do we need to make separate submissions in Vendor Panel?
Regarding Schedule B Criteria 1 Capability and Relevant Project Experience, if we are applying for all 3 runways, how many reference projects do we need to provide - 3 in total, or 3 for each runway?

Question
:
Hi, our offering is in control systems and automation. Can you please confirm the requirement for QBCC - Electrical Contractor.
We have in our team RPEQ and ESO Elec Contractor - however we have not seen before this QBCC requirement for delivery of our services.
Please advise if this is mandatory.
Apologies - i am aware similar questions have been raised - but not specific to our offering.
Thanks

Question
:
Could Seqwater please clarify whether project experience is limited to Queensland only, or if experience in Northern NSW is also acceptable for Schedule B, Section 1 Capability and Relevant Project Experience?
Additionally, for projects located near the Queensland border, can the headings in Returnable Schedule B, Section 3 Local Content be expanded to include the following:
% Local to project location (Zone 1)
% Rest of State – QLD or NSW (Zone 2)
% Interstate / Overseas (Zone 3)

25/Nov/2025 02:56 PM
Question
:
Are we required to submit separate bids for each Runway? Or do we qualify for all lower runways that we apply for should we be successful in? Noting we have experience, capability and interest in all 3x runways.
Similarly, are we required to submit separate bids for each of the asset categories?
For example, should we be required to submit three relevant projects for each specialisation / asset category in each runway, this will total 27 projects.

Question
:

1. Are consultancy firms currently engaged under the ETSP precluded from taking part in this panel?
2. Would consulting firms taking part in a JV in this panel be excluded from taking part in in the future engagement replacing the ETSP?

Question
:
Please advise whether designers/engineering firms that are members of the Engineering Technical Services Panel (ETSP) (or the future DESC) are precluded from partnering with Contractors for the Sustaining Capital Works Panel.
Please advise whether Seqwater requires Contractors to partner now with designers for the Sustaining Capital Works Panel or whether the intent is for this to occur when quoting on Runway 2 and Runway 3 projects at the time of tendering the specific project under the SCW Panel.

26/Nov/2025 08:16 PM
Question
:
We note the requirement for various QBCC licence’s being mandatory for each specialisation category. Can you please confirm the contractor is required to possess and maintain all licences listed in each category to satisfy the hurdle criteria? We assume it’s unlikely any contractor would hold every licence nominated in each category.
Similarly, can Seqwater please confirm if a QBCC Builder – Medium Rise licence would also be accepted in lieu of a Builder – Open licence? Noting the nominated project types, value and applicable Seqwater’s assets being proposed for Runways 2 & 3 of this Panel would be suitable to a Builder – Medium Rise license. For clarity, the Medium Rise Licence includes building work to a max of three (3) storeys and work on Class 1 or 10 Buildings.

Question
:
Your hurdle requirement states that it is a requirement to have a QBCC license for mechanical services - which under the QBCC requirements is tasked for companies doing primarily work within the building and construction sector, mechanical meaning HVAC and specialist pipe lines (Fire for example) related to the construction of a building.
As a mechanical engineering company, we are not aware of any QBCC license 'class' for works on treatment plants with equipment refurbishment, installation, pipeline installation, and the like.
Can you please clarify what license you require?
