Background

As part of the FY27 Shade Sails Program, Council is looking to engage a Respondent to design, supply and install shade sails at the following sites:

• Banksia Park Fitness Equipment (2 areas)

• Banksia Park Playground

• Isis Child and Family Support Building

Scope of Works

In Scope

• Detailed engineering design of the shade structure/s to match existing structures where suitable. The completion of the design shall constitute a ‘HOLD POINT’ where the design shall be reviewed and approved by Council.

• Application and payment of building approval and applicable fees.

• Location and identification of existing underground services is the responsibility of the successful Respondent.

• Pricing offered in Returnable Schedule 2 should allow for Hydrovac excavation only for all sites. Please note however that the use of mechanical excavation may be considered if Hydrovac excavation is identified as unsuitable due to site conditions and this will be negotiated with Council as required.

• The establishment / disestablishment / supply to site of site facilities, survey and set-out, erection of security fencing, all labour, plant, equipment, materials, and consumables required to complete the Works in accordance with the Agreement.

• Provision of such management plans and deliverables necessary to initiate the Works and manage the ongoing works.

• Protection of any adjacent Council or third-party property including all roads, utilities, playground equipment and trees during construction and reinstatement of any damage.

• Installation of footings in accordance with the approved Engineering Design Drawings and Specification.

• Fabrication of the structure and shade sails off-site in accordance with the approved Design Drawings and Specification and transportation to site.

• Installation of the structure and shade sails on-site in accordance with the approved Design Drawings and Specification

• Provision of As-Constructed information, Quality Assurance documentation, commissioning documentation and necessary handover information.

• Disposal of all materials surplus to the Works.

• Reinstatement of all areas affected by the Works to the condition prior to commencing the project.

• Suitable engineering qualifications for the design of all civil and structural works are mandatory including the RPEQ certification of all relevant drawings.

• The removal of insignificant vegetation to facilitate the design and placement of poles can be negotiated during the detail design stage.

Out of Scope

• All community liaison with directly affected stakeholders and the implementation of control measures associated, is to be undertaken by BRC Parks Planning & Projects Team.

• Replacement of softfall material where required.

Functional Specifications for All Sites

• Product to have minimum 10 years warranty on sails, structure, and poles.

• Fabric Specifications:

o Material and material stitching to be of high quality. Shade sails to be engineered and installed to be permanent structures able to withstand the appropriate wind rating. Bursting force to be minimum 1800N, desirable 1900N.

o UV protection; Ultraviolet effectiveness (UVE) to be no less than 86%, desirable 91.0% (Effective, Very Effective or Most effective as per AS4174:2019 Knitted and Woven Shade Fabrics). Please note final colours to be selected upon awarding contract.

• Shadow mapping - demonstrating how the shading covers playground including during summer and allows some during winter; summer shade (between months of September and March) to be provided at a minimum between hours of 11am and 3pm when UV is high.

• Desirable 80% solar coverage of facilities (area m2) in summer months (September - March inclusive).

• Poles are to be located outside the fall zones of any play equipment as per AS 4685, and AS 4486, and must consider circulation patterns and mowing clearance requirements.

• Design drawings to clearly specify height of lowest accessible edge of sail to top of any equipment via elevation view, there should be a minimum of 2.5m separation between these points. Additionally, there should be a minimum separation of 3.0m from any accessible surface or 1.5m from inaccessible parts of play equipment or site furniture.

• Design to consider anti vandal measures such as use of suitable anti-climbing device on shade support structures to prevent access to the poles and top of structures, and/or use of wider diameter posts (e.g. posts over 250mm OD are hard to climb).

• Structure is to have a contemporary aesthetic appeal.

• Design to meet all applicable criteria of the Australian Standards for structural design and construction (AS1170, AS2870, AS4100 etc.) & National Construction Code and Australian Standards for shade (AS4174) and playgrounds (AS4685 and AS4486.)

• Design to consider “Safety in Design” to ensure all infrastructure can be constructed and maintained in accordance with the Qld Workplace Health and Safety Act and Regulations.

• Safety chains are to be installed at each point the sail is connected to a post. Safety chains should have their own hardware and not share shackles, turnbuckles or eyebolts with the primary chain.
