Details
The Accessible Pathways Home Project (Pathways Home) is a deliverable under the Queensland Government’s disability housing action plan, Partnering for inclusive housing with Queenslanders with disability 2024-2027, led by the Department of Housing and Public Works. Pathways Home is further strengthened by dedicated Disability Housing Advisors based in the five partner agencies supporting the initiative:

Pathways Home will provide specialist and inclusive supports, information resources, referral and capacity building activities to directly and indirectly uplift people with disability achieving safe, stable, and suitable housing outcomes. Pathways Home will work with the social, community and housing service sectors to facilitate coordinated and collaborative, multi-agency and person-centred approaches to source diverse housing solutions for people with disability and supporters. Critical to Pathways Home operations is building networks, partnerships and collaborative processes with a range of services and providers, both in the local area and regionally. Visiting organisations will be invited to provide information, advice and skill-building workshops.
A key component of Pathways Home is the Disability Housing Pathway Navigators (Navigators) who will work directly with individuals and their support networks to explore suitable housing options, develop personalised housing pathway plans, and connect with appropriate external supports and services to achieve their housing goals. People with disability and their supports can access Pathways Home for information, resources and Navigator assistance face-to-face, by telephone and online, without the need for a referral. Community outreach and mobile support will be provided as required, where there is an identified need.
Pathways Home and Navigators will provide a broader role in capacity building, sharing gained expertise through a peer mentoring support framework and facilitating professional development opportunities for the five partner agencies and the disability, housing and homelessness sectors.

1. Can the referees be govt dept representatives?
2. The tender asks for evidence of industry knowledge and experience, by way of presentations. Can this also include research papers? What about links and a summary of these papers?

Question 1 Answer: Referees for the Accessible Pathways Home Project tender can be Government Representatives. Ensure that prior to submission, confirmation has been obtained from referees to provide a reference in the capacity of their role and knowledge of the applicant organisation. Current contact details must also be provided including Position, Department, work area and both email and phone contact. Referees will only be contacted for the successful provider.
Question 2 Answer: Attachments will be accepted for Evaluation Criteria 1 and 2 as noted in the Invitation to Offer. Examples of suggested attachments have been provided that were considered to be specifically relevant to each of these criteria. This is not intended to be a limited list and other evidence, inclusive of research papers can be submitted. A summarised document including an abstract or executive summary can be provided as an attachment with a link to full document access online. Ensure that attachments are referenced in the response with an attachment number to be considered as evidence for either Evaluation Criteria 1 or 2 responses.

1. Will the successful applicant be responsible for development and distribution of promotional collaterals around pathways home project? If so, will the collaterals be co-branded?
2. Considering the limited timeframe between successful tender outcome to commencing delivery of service, are there set expectations on the type, scope and amount of content made available through the website? For example, documents v/s creating videos, audio files and other media?

Question 1 Answer: It is intended that implementation of Pathways Home be a collaborative effort between government and non-government partners. As part of delivering ST12 Coordination/Network Development (per Homelessness Program Guidelines, Specifications and Requirements), it is anticipated the successful supplier will engage in promotional activities as part of establishing strong working relationships with relevant service providers. In turn, the interagency Disability Housing Advisors are responsible for promoting Pathways Home within their respective departments and networks. There is no specific requirement for developing tangible promotional products, however dependent on service demand this may emerge as a need for Pathways Home. Any co-branded collateral, is contingent upon obtaining the necessary approvals.
Question 2 Answer: The Department acknowledges that the acquisition, articulation, and distribution of expert knowledge is an evolving process. As such, there is no expectation that the web presence will be fully comprehensive at the outset. It is anticipated that the successful supplier will develop a dedicated web presence to support the delivery of Pathways Home. This web presence should prioritise providing clear and accessible information about the service and offer user-friendly pathways for individuals to engage with the service. The focus should be on meeting immediate operational needs while allowing room for gradual enhancements over time.

With reference to the requirement that suppliers need to be a contractor with at least one of the five Departments listed in the ITO document and provide service agreement number(s), could you please clarify if a supplier would meet the requirement by having contract(s) with the relevant Department under its wholly-owned subsidiary company?

Answer: To be eligible, the supplier submitting an offer must be the entity (or its wholly owned subsidiary company) holding the relevant service agreement number(s) with one of the listed Departments. For further clarification please refer to Question 2 in Addendum 1 which provides additional detail on the intent of this mandatory criterion.

We refer to the Draft Service Agreement provided and clause (c) of the Supplier Execution of Offer where contract departures is mentioned. Could you please clarify the said clause and whether any departures from the Draft Service Agreement is allowed and, if so, where in the Schedule A departures can be inserted?

With reference to the Evaluation Criteria, could you please confirm that responses to the Evaluation Criteria should be attached as separate documents? If so, could you also please clarify whether responses to the criteria can be merged with any respective supporting documents, where allowed and if any, or should they be attached as separate documents?

Answer: It is at the respondents discretion as to how they compile their responses. They may separate their responses to the evaluation criteria for clarity. The format—whether a single collated file or multiple files—is acceptable as long as each document is clearly labelled, and the panel can easily identify which documents relate to each criterion.
