Background Information

Central Highlands Regional Council (CHRC) is undertaking upgrades at the Capella Water Treatment Plant (WTP) to improve the reliability and resilience of critical infrastructure supporting water supply to the local community. These works form part of CHRC’s broader program to enhance operational continuity, particularly during power outages and peak demand conditions.



The upgrade works include the integration of standby power systems and associated civil and electrical infrastructure to enable automatic operation during loss of mains power. This includes installation and integration of a plant emergency generator, connection and testing of new Automatic Transfer Switch (ATS), and supporting electrical distribution systems to ensure seamless operation of key treatment processes.



In addition to generator integration works, the project includes installation of conduits, cabling, and cable pits to connect the ultrafiltration (UF) plant and generator systems to the existing Main Switchboard (MSB), ensuring full operational integration of the treatment plant.



The Contractor will be responsible for the design of a generator shade structure, as well as the construction of associated civil works including concrete slabs and site surfacing.



No formal design will be provided for the 10,000L fuel pod slab or the two additional concrete slabs required by CHRC. The Contractor shall construct the slabs to match the design intent of the generator slab and the slab between the existing access way and existing shed, including but not limited to slab thickness, concrete class, reinforcement details, subgrade preparation, and surface finish, ensuring suitability for the intended loading and operational requirements.



Works relating to Ergon network cabling, supply connections, and modifications to the existing metering panel are excluded from this RFT and are being undertaken under a separate contract. Notwithstanding this, the Contractor shall be responsible for liaising and coordinating with Ergon Energy to facilitate energization of the new metering panel and electrical system, and to ensure commissioning activities are completed without delay.



All works are subject to CHRC approval, and no construction activities shall commence until formal authorization has been provided.

Scope of Work

The works covered under this Request for Tender (RFT) include the design, supply, and construction of civil, structural, and electrical infrastructure associated with generator and switchboard installations at the Capella Water Treatment Plant (WTP).

The Contractor shall provide all labour, materials, plant, equipment, supervision, and associated services necessary to complete the works in accordance with the Contract requirements.

Hi There,

No, Council will not accept supply only offers for these Works.

Refer to the Tender Specification, Item 4.1 – General Scope.

The Tender includes the collection, transport, and installation of an existing 330 kVA generator supplied by CHRC.

The Automatic Transfer Switch (ATS) does not form part of this tender scope. The tender only requires the connection and testing of a new ATS.

Hi,

The following queries were raised during the site inspection last week:

- there is a grated drain, in the corner close to the main building, where the proposed additional concrete works would terminate. The current grate height is unsuitable for the proposed new concrete FSL, and would present a trip hazard if left as is. Do we need to allow to put a new pit in, or form a new grate recess, at the preferred height?

- confirming that the proposed additional concrete, that goes back towards the street, will stop short of the existing fence footings? And there is no requirement to amend the fence, or put gates in?

- the current temporary/hired generator is located where the new 330kVa generator is drawn. Who will be responsible for relocating it - CHRC, or contractor? Does this include maintaining/extending the current electrical connection to the UF building?

- same as above, but for the diesel fuel pod?

- No dimensions are given for the proposed new fuel pod slab - can we assume 500mm wider/longer, on all sides, as the fuel pod?

- please provide expected dimensions for the slab that the new Ergon meter will sit on.

- there is a large yellow Atlas Copco generator (call sign ABP-500-01) located on the proposed trench path for the new electrical services. Who will remove this - CHRC or contractor? If contractor, where will it need to be placed/transported to?

- In the response documents, Schedule S09 (management plans) notes that examples of all management plans on the list that are ticked, must be provided as part of the tender. None of the boxes are ticked - confirming we DON'T have to provide any examples with our tender?

Question:
Hi,

On the pricing schedule, on page 2 (Civil_Structural) there is a note that 50mm sand layer is to be included under slabs, and that the fuel pod slab is to be the same size as the generator slab.

On the civil drawing (002) it notes that a 50mm blinding layer must be poured under the generator slab.

Does this mean there is no sand layer required under the generator slab, as the blinding is taking the place of it? And can we assume a blinding is also required under the fuel pod slab?

Contractor will be required to arrange their own loading and unloading equipment at East Nogoa Water Treatment Plant (location of the generator) and Site for final installation.

A: Not required, communications cable/s to be in separate white conduit and separated by 50mm (at a minimum) to power conduits. No terminations in pits.

A: Yes, noting the Contractor is responsible for design, supply and installation of switchboard slab and switchboard cable entry / conduit requirements.

Q: Can you please confirm if the UF container power supply is intended to reuse the existing plug connection for the plugged supply arrangement?

A: Yes, if possible, cable to be retrofitted to existing plug / connection.

Hi,

Can I please confirm that included in our price will be the shade structure for the Generator. It is mentioned in "Part 2-Specification" & "Technical_Spec-Capella_and_Blackwater_WTP_Generator_Integration"

I would of assumed if it was included there would have been a separate line item for pricing in "Price_Schedule-Capella_WTP_BOQ_AS4000"

Hi There,

Tenderers should refer to Item 4.1 b in the Specification document.



The intent is for the cover to go over the top of the generator. Size of the cover (with a western wall) can be sized from the slab that has been documented.

Design of the cover is the contractor’s responsibility.
