Council requires the Bairnsdale Aerodrome Runway 04/22 to be designed and constructed as a CASA Part 139 (Aerodromes) MOS-compliant Code 3 runway that safely accommodates the confirmed design aircraft and forecast operations. The completed works must deliver a certified geometry, grading, drainage, pavement, airfield ground lighting (AGL), line marking and surface-friction system that returns the aerodrome to operational service.

Is stockpile of material proposed to be re-used permitted in the “Restricted Zone” Drg 2466/6002, and are construction vehicles permitted with the “Restricted Zone”, as it is likely to be traversed during construction, if not does EGSC have a nominated parcel of lane allocated with the Aerodrome boundary for the purpose of stockpiling of materials for re-use.

Stockpile of material and construction vehicles are permitted in the sections of the “Restricted Zone” Drg 2466/6002 that do not have native vegetation, and in the sections of the “Restricted Zone” Drg 2466/6002 that are part of the “Vegetation proposed for removal” (Figure 3.2 of Appendix D3_Flora and Fauna assessment). The words “Restricted zone” in Drg 2466/6002 should read “Proposed Limit of Contractor’s work zone”. Drawing 2466/6002 is for information only, it is not the approved Contractor's Construction Management Plan under contract CON2027 1810.

Does EGSC have a nominated parcel of land within the Aerodrome boundary for the establishment of temporary site facilities; Office, Lunchroom, WC facilities, etc, and a nominated access point for construction activities, eg. Aerodrome Road or Main Entrance via Bengworden Road (SOW – Contractor (D&C) Section 3.3

Council does not have a nominated parcel of land for the establishment of temporary site facilities. Tenderers will propose the most suitable location for temporary site facilities in line with their methodology and the site constraints. Access points are nominated in Part 3 Scope of works Section 3.3. Tenderers are encouraged to attend the onsite tender briefing to assess site constraints and opportunities.

1. Can Council provide the aircraft traffic mix to be adopted for pavement design? The project documentation currently nominates the total annual aircraft movements but does not appear to provide a breakdown by aircraft type.

Based on current activity, the following forecast aircraft traffic mix can be adopted for the pavement design of Runway 04-22:

- Beechcraft King Air 260/360 and Turbo Commander 690A: 2,200 annual departures

- Air Tractor AT802 and PZL-M18 Dromader: 1,500 annual departures

- RAAus: 1,500 annual departures

- General Aviation mix (including PA31 and C172): 850 annual departures

- PC-12 and Beechcraft 1900: 150 annual departures

- Heavy helicopters (AW139/Blackhawk): up to 300 annual departures

- Q400 (not currently using the aerodrome): 260 annual departures

B1 Runway CMP

It is noted that Drg 2466/6003 shows areas of Protected Vegetation (Blue Scatter/Hatching); however based on the Reference Design Cross Section, these areas are subject to filling to bring existing surface levels to finished surface levels; as the new Runway FSL are higher the Runway ESL. The area of Protected Vegetation would need to be stripped, fill constructed and FSL topsoiled and seeding. Is this operation permitted within the Protected Vegetation Zone.?

Drg 2466/6003 - the Blue colour shows some of the native vegetation currently protected under the EPBC Act. Some of this native vegetation will be impacted by the works under the permits that Council is currently seeking. Contractors should not rely on the part-complete CMP for native vegetation matters due to lack of clarity. CAD files have been provided as follows:

The EcoFeatures CAD file provided in Appendix D provides the extent of the native vegetation at the aerodrome (layer "Habitat Zone_EVC" and "Scattered trees"). Most of the native vegetation is currently protected under the EPBC Act (layer "EPBC").

The VegetationRemoval CAD file provided in Appendix D provides the extent of the native vegetation that Council and its Contractors will be able to remove once the three permits have been granted to Council (permit under the EPBC Act, FFG permit and Planning permit for the removal of native vegetation). Native vegetation that is not shown in the VegetationRemoval CAD file cannot be impacted by the Works.

Note: The VegetationRemoval CAD file does not show several scattered trees that will need to be lopped/removed for OLS purpose, however it is anticipated that the planning permit (once issued) will allow for those trees needed to be lopped or removed.

Stormwater Drainage

Can EGSC please confirm, consistent with Notes on Detail Layout Plan, that the existing stormwater infrastructure is abandoned, left in place, not excavated, removed and backfill, but rather pits and pipes left in situ but not able to allow ingress of water/run-off.?

Any existing stormwater infrastructure within future runway pavement areas and 10 metres either side of the future runway pavement areas needs to be removed and disposed off as part of the scope of works under this Contract. For existing stormwater infrastructure outside of the future runway pavement areas and 10 metres either side, the Contractor can consider alternative decommissioning options.

Airport Traffic:

Can EGSC please confirm the below with regards to air traffic use of the runway and taxiway:

1. Daily schedule for RPT and

2. Number of movements of GA aircraft

1. There is no current daily schedule for RPT at Bairnsdale Aerodrome.

2. The current number of GA aircarft is not recorded, however there is an estimated 3500 annual departure in 2025 for Bairnsdale Aerodrome with activity progressively increasing each year.

Forecast traffic mix are different from the information provided above.

Please confirm whether the Principal requires the Contractor to provide a dedicated Work Safety Officers (WSO) for the duration of the works.

The Principal will provide a dedicated Work Safety Officers (WSO) for the duration of the works. However, Tenderers are welcome to include provision for a Work Safety Officer in the “Dayworks Rates”.
