Question
:
There appears to be a discrepancy in the engagement process for the TIC-TC contracts.
The Application Part 1 document section 3.4 Engagement Process for TIC-TC Contracts section 3.4.1 states the Shortlisted Panel Members are required to engage a panel member from the Design Panel, complete the design and submit a proposal. i.e. the proposal is a D&C.
The Construction Panel Agreement document Part B - Engagement for TIC-TC Contract section 6.3(e)(i) & (ii) state that TMR has appointed a design consultant for the Initial Works Package, and TMR in conjunction with its design consultant will prepare the design on which to base the proposal. i.e. the proposal is construct only.
Can TMR please clarify which of these is correct?
Answered on 12/Sep/2025 01:31 PM
:
C-Q2
For the Initial Package TMR will complete the design details to 70% and the tenderers will be requested to price the design and construction of the works. Note there is no contribution fee for this work.
TMR will retain its designer (who prepared the 70%/reference layout) and the Tenderers will be required to engage a different designer from the Design Panel shortlisted to the relevant District.

RE: SEE Civil RFI 01 - BHTSP Construction Panel
Please find below our RFI 01.
Application Pack – Panel Application Part 1 provides an Assessment Criteria – Construction Panel - Table 6 Assessment Criteria which provides Criteria, Points for Consideration, Page Limits, and Part 2A Schedule reference. There are a number of Criteria and Schedule reference which do to correlate with further clarification on the page limits per Schedule to be provided as detailed below. Can you please update the table to reflect the correct Criteria and Schedule reference, and further provide clarification on the page limits for each Schedule?
“Q1 Experience and Capability”
Is this referring to Schedule 10 Current and Completed Projects
Confirm that 4 page maximum is for the three Project Data sheets, or is this 4 pages for each Project Data sheet i.e. 12 pages maximum
“Q2 Resourcing and Strategy“
This refers to Schedule 13, but Schedule 14 is Resource and Strategy, Local and Indigenous Suppliers
Confirm this is for Schedule 14, and is the 2 page limit only for 14 a)
“Q3 Local and Indigenous suppliers“
This refers to Schedule 13, but Schedule 14 is Resource and Strategy, Local and Indigenous Suppliers
Confirm this is for Schedule 14, and is the 2 page limit only for 14 b)
“Q4 Capacity and Commitments“
The question refers to Schedule 9 and Schedule 10 with a 2 page maximum.
Confirm how this 2 page maximum is shared over two schedule, or is it 2 pages for each schedule mentioned.
(i) The first bullet point refers to management structure. This appears to be Schedule 13 which his not mentioned in the table.
(ii) The second bullet point refers to track record and has Schedule 9 listed. Schedule 9 is Acceptance of Panel Agreement and Contracts which does not relate to the questions.
(iii) The third bullet point refers to a list of current commitments and has Schedule 10 listed. Schedule 10 is the Current and Completed Project with Project Data Sheets. Schedule 11 is the Current and Planned Work Commitments
We look forward to a response at your earliest convenience.
Thank you.

Question
:
C-Q7 We have the following queries in relation to the Part 1: Panel Application guide Provided for the EOI process:
Section 4.6.2 included assessment criteria for the construction panel. We have the following questions:
- Q1 criterion isn't linked to a response schedule. It appears that it should be linked to S10. Please confirm.
- Q1 also asks to show suitable experienced staff and workforce to deliver road and infrastructure projects. As there is nowhere to put CV's in the EOI where would you like this to be responded to?
- Q2 criterion is linked to Schedule 13, but appears to be linked to Schedule 14a also. Please confirm if either or both.
- Q3 criterion is lined to Schedule 13 but appears to be linked to Schedule 14b, please confirm.
- Q4 criterion is linked to schedules 9, 10 but appears to be linked to Schedule 11,13. Please confirm.
- Q4 asks for track record in maintaining qualified and suitable key personnel with relevant experience to deliver work under contract. This does not align with any of the response schedule questions. Can you clarify where it should be?
- Please confirm the page limits for Schedules 10-14 inclusive in your response.

Question
:
Subcontractor A1 Prequalification:
We note that the minimum prequalification levels include A1. Where an applicant does not itself hold A1 prequalification but intends to satisfy this requirement through a nominated subcontractor, can TMR please confirm whether it is acceptable to state within returnable Schedule 5 that a subcontractor with the required A1 prequalification will be nominated during the RFP phase?
Answered on 15/Sep/2025 01:28 AM
:
C-Q8
It is acceptable for Asphalt prequalification to be satisfied through use of a prequalified subcontractor. If a likely subcontractor is known at the time of panel application please state this in Schedule 5.
The minimum NPS prequalification for Construction Panel membership has been revised to R2 + F5 however with access to a B2 (minimum) and asphalt levels A1 to A4 prequalified suppliers (to be nominated at the time of individual project tendering)

Question
:
C-Q9 Q1 Experience & Capability Page Limits:
The Application Pack specifies page limits in Section 4.3.2 (Table 6), however there are some inconsistencies and areas requiring clarification. Could TMR please confirm:
(a) Q1 cross-references Schedule 13, which does not appear to align with the Q1 points for consideration. Can TMR please confirm whether this should instead reference Schedule 10?
(b) Assuming (a) is true, does the 4-page limit apply to the entire Schedule 10 response, or is it intended as 4 pages per case study within Schedule 10?
(c) Assuming (a) is true, does Schedule 12 (Key Contact Personnel) have its own page limit, or is it included within the 4-page limit for Q1? I.e., is the total page allowance for Schedules 10 and 12 combined limited to 4 pages, or is a separate page limit intended for each case study and for each nominated key personnel?

(a) consideration of “track record in maintaining qualified and suitable key personnel with relevant experience.” This requirement does not appear to be addressed within the returnable schedules. Can TMR please clarify how this criterion will be assessed?
(b) The schedules cross-referenced (Schedules 9 and 10) do not appear to align with the Q4 points for consideration. Can TMR confirm whether this reference should instead be to Schedule 13 and Schedule 11?
(c) Q4 is noted as having a 2pg limit. Assuming (b) is true, can TMR confirm whether this page limit applies solely to Schedule 13 (Org charts) and not to Schedule 11 (Current and Planned Commitments).

Question
:
We are seeking some clarity on the potential minimum and maximum project values available should a contractor be selected within a Panel.
Can TMR provide any advice or guidance on the proposed project sizes / value for individual projects procured through the TIC-CO and TIC-TC processes?
Further, can TMR provide any advice or guidance as to whether a limit would be placed upon the potential number or value of Additional Works Packages that could be awarded to a Preferred Panel Member?
Answered on 02/Sep/2025 01:32 PM
:
(edited on 03/Sep/2025 11:00 AM)
C-A1. TMR is currently identifying delivery packages for the BHTSP.
TMR expects that individual contracts will generally be in the $50m to $150m range for both TIC-CO and TIC-TC contract types. There may also be some TIC-CO contracts that are less than $50m.
For TIC-TC contracts delivered under the Program Contract framework the number and value Additional Works Packages (AWPs) will determined by Program timeframes and practical packaging outcomes – TMR does not intend to apply other limits to AWPs.
More detailed information will be provided at the upcoming tender briefing.

Question
:
In relation to Schedule 11 response can you please confirm the following:
- Is "planned work" to be all secured contracts that have not started, or should it include current and future tenders that are being pursued by contractors.
- In the table provided can TMR advise what is to be added in the "contract value to be delivered over the forecast period". What is the forecast period?
Answered on 10/Sep/2025 02:33 PM
:
C-Q15
In regard to Part 2A Schedule 11
1. "planned work" is to include all current and future tenders that are being pursued by contractors.
2. . The forecast period is the expected remaining duration between 2026 and the expected completion date of the relevant committed project. For example a project in progress which is expected to be complete by 2027 the forecast period is 2026 to 2027.

Question
:
Part 1: Panel Application Guide Section 2.3 Panel Allocation States:
Panel Members may be appointed to one or more Districts within the relevant Panel; however, only one body corporate within a corporate group will be allocated to a District (i.e. an Applicant will not be allocated to District as a sole provider and also as a participant in a Joint Venture within that District).
This infers that Applicants can apply as both a Sole Provider and/or as a Joint Venture however only one Applicant will be considerer for each District Panel. This could result in our company being on some District Panels as a Sole Provider and other District Panels as part of a Joint Venture. Can TMR confirm our interpretation is correct and if so, confirm that Applicants can submit multiple submissions i.e. 1. Sole Provide Application and 2. Joint Venture Application? If so can we lodge both submissions under the same Vendor Panel Account or do we need to create a separate Vendor Panel Account for our proposed Joint Venture?
Answered on 15/Sep/2025 01:30 AM
:
C-Q16
In relation to Construction and Design Panel Application Part 1 Clause 2.3 and Clause 3.1.4 TMR may consider exceptions to these clauses for related bodies corporate in the following circumstances:
a. The Contractor and/or JV can demonstrate significant benefits to local and indigenous employment, indigenous business engagement or other community legacy outcomes, and
b. The Contractor and JV demonstrates sufficient capability, capacity and resourcing such that the Contractor and JV operate independently from each other, and
c. The associated entities do not bid for the same projects, and
d. ensuring both entities operating in a single District will not impact on competition or value for money for the delivery of the BHTSP.
Applicants must provide information related to the above circumstances within their panel application response.
An applicant can apply to the panel as both a sole provider and joint venture, each will be required to provide separate submissions, which may be provided through a single Vendor Panel profile.

Question
:
If a company is accepted onto the BHTSP Construction Panel with a certain prequalification rating (e.g., Financial F25), and during the 5-year panel period their prequalification rating is upgraded (for example to F50 or higher), how will this change be managed by TMR? Specifically, will the company then become eligible to be invited to price works requiring the higher financial capacity, or will eligibility remain limited to the rating held at the time of initial appointment to the Panel?
Answered on 12/Sep/2025 01:33 PM
:
C-Q18
Changes in an applicant/panel member's NPS prequalification will be reflected in the BHTSP throughout the panel duration and therefore an applicant will become eligible for works as per the NPS prequalification level at the time of a project tender.

2. Page 7 of the ''BHTSP_Construction_Panel_Part_2A_S1-3_28Aug25 'document contains two Note 3's. With reference to Notes 1- 5 contained throughout the same document, can you please review and confirm the Note numbers and the relevant references.
3. Table 6 - Assessment Criteria - Construction Panel appears to contain multiple errors with respect to references to the Part 2A schedules including but not limited to:
Q1 does not include a Part 2A Schedule Reference, assume its Schedule 10 but that is referenced in Q4.
Q2&3 references Schedule 13 but should these questions reference Schedule 14? If so, please confirm weighting?
Q4 references Schedule 9 and 10 which appears to be in error. Should point for consideration 1 refer to schedule 13? Please confirm which schedule applies to point for consideration 2? Should point for consideration 3 reference schedule 11?
Can you please review and confirm the correct references and weightings?
4. Note 4 of ''BHTSP_Construction_Panel_Part_2A_S1-3_28Aug25'' document states ''For Applicants submitting a Panel Application as a Joint Venture, the Applicant is required to submit Schedule 10 which demonstrates their experience in delivering

5. In the current PDF format, the text entered into the schedules—such as in Schedule 2: Application Information important details like our full street address—is being cut off. This appears to be due to the text boxes not supporting automatic wrapping or resizing to fit longer entries. AND the Name/Position text box is a checkbox - you can only add a check not insert personnel name & position. Can you please issue all schedules in word format?
6. Construction Panel Structure
In Tender Pack Part 1( 2.1 prequalification requirements), it is stated that there will be one construction panel. Could you please confirm whether this refers to:
(a) One construction panel per district, or
(b) A single panel covering all five districts?

Question
:
RFI - Suitably experienced staff and workforce:
Referring to the corrected Table 6 - Assessment Criteria (Construction Panel) issued in Notice to Applicants C-NTA01 dated 4/9/2025.
The Q1 Experience & Capability criterion (40% weighting) includes both:
• "demonstrated track record of successful delivery of road infrastructure projects"
• "suitably experienced staff and workforce to deliver road infrastructure projects"
Per Notice C-NTA01, this criterion is assigned to Schedule 10 (Current and Completed Projects) with a 3 x Projects with 2-page each limit (6 pages in total). However, Schedule 10 uses a Project Data Sheet format focused on individual project case studies.
Could TMR please clarify:
1. Should the "suitably experienced staff and workforce" component be addressed within the 6-page limit of Schedule 10 alongside the three project case studies?
2. Or should workforce capability be addressed in Schedule 12 (Key Contact Personnel) and/or Schedule 13 (Organisational Structure)?
3. If included in Schedule 10, what format is preferred for workforce capability information within the Project Data Sheet structure?

Could TMR please clarify:
1. Should the "track record in maintaining personnel" (3 A4 pages) be addressed as company-level workforce management information within Schedule 12 alongside individual personnel profiles (if so any limit on the personnel profiles)?
2. Or should this organisational capability be addressed in Schedule 13 (Organisational Structure) as in an organisational capability in personnel retention and workforce management, rather than individual personnel qualifications?
3. Also please clarify the total page limit for Schedule 12.

Referring to Table 1 - Minimum Prequalification Levels in Part 1, which specifies A1 as mandatory:
Could TMR please clarify:
1. Is A1 prequalification mandatory for panel membership, or can asphalt scope be delivered through qualified subcontractors while maintaining panel eligibility?
2. If subcontractors can be used, could Schedule 5 (Prequalification Status) be utilised by the Panel Applicant to notify of its intent to use Subcontractors for the asphalt scope?

Question
:
We intend to apply for the panel both in a Joint Venture arrangement for some regions and as a sole provider for other regions (with no duplication of regions).
We refer to the EOI documents, including Guidance Note 3, which do not specify whether a combined submission covering both arrangements is permitted or if separate submissions are required.
Could TMR please advise best way for contractors to submit EOI’s based on varying approaches to regions. Ie. Can this be covered in one submission with amendments to schedules or should we provide separate submission documents and only nominate relevant regions for each submission?
Answered on 12/Sep/2025 01:40 PM
:
C-Q30 Refer to Part 1 Clause 2.3 and 3.1.4. Applicants must indicate a priority based on all five districts. Where the Contractor is forming a Joint Venture, a separate application is required (e.g one for the sole provider and one for each Joint venture).

Applications for Joint Ventures to join the panel must be submitted at the Panel Application Stage. If a panel application is only received from a joint venture (and not the sole companies) the individual parties will not be eligible to revert to operating as sole companies on the panel until the next opportunity to join the panel (in accordance with the Panel Agreement) .

Question
:
Good afternoon,
Can you please confirm the following queries:
- The information provided to date relating to schedule 10 page limits is creating some confusion. We also note that creating two project profile sheets for the same project (1 page total and 2 page total) does create unnecessary work to provide the same information (Companies submitting as JV's are likely submitting as stand alone entities also). To avoid any further confusion, can you please confirm if the following can be adopted for the Q1 Experience and Capability Schedule 10 response:
Non-JV Submission
Applicants can provide up to three project data sheets, each with a maximum 2 page limit with a total page limit of 6 pages.
JV Submissions (Example two entity JV)
Applicants can provide up to three project data sheets, each with a maximum 2 page limit with a total page limit of 6 pages per entity including the JV. That is in the case of a 2 party JV, the total page limit would be 18 (6 for each entity).
- We are unable to fit the required information into the PDF boxes in the provided Schedules 2, 4, 5, 6, 8, 9, 15, 16 &17. Please provide updated forms.

Question
:
We note that the Assessment Criteria table provided in NTA01 reference two additional schedules without a template:
- Track Record in Maintaining Qualified Personnel (3 x A4 pages)
- Suitably Experienced Staff and Workforce to Deliver Road Infrastructure Projects (2 x A4 pages)
These schedules are not currently assigned formal returnable schedule numbers within the existing structure (Schedules 1–18). Should these be treated as unnumbered standalone schedules or incorporated into existing numbered schedules (excluding Schedule 12)?
It was also noted the of a reissue of Part-1 to reflect the NTA01 notice. If so, could you please advise when we might expect them to be issued?

Question
:
As per guidance note 3, a JV application is to include Schedule 10, 11 and 13 for each entity. Noting Q-C20 has revised the page limit for Schedule 10 to 3 pages total for a sole or joint venture application (3 projects at 1 page each), would TMR please confirm the page limits for all joint venture schedules required? Question
:
There seems to be some confutions around the ability to submit contractural departures.
Note 1 of Clasue 3 within Part 2: Returnable Shcedules -2a Construction Panels states:
"Applicants must confirm their full and unconditional acceptance to the terms and conditions of the Contract Documents to finalise their Panel Application."
This aligns with Submission schedule No.9 Acceptance of Panel Agreement and Contracts, but does not match with Scheudle 7: Proposed Contract Amendments.
Can you please confirm whther we are allowed to submit contract departures?
Would this mean we cannot sign Schedule 9 which states: "no departures will be considered for the BHTSP."?
Answered on 23/Sep/2025 03:58 PM
:
Proposed Contract amendments are to be submitted via Schedule 7, Please refer to C-NTA03 which revises the timing of submissions for Part 2A Schedules 8 and 9.
Proposed amendments may be raised with TMR through Schedule 7 as part of a panel application, TMR will consider all proposed amendments after applications close and will providing final draft contract documents to applicants prior to requiring Schedule 9 to be submitted. No further departures to the BHTSP contracts will be considered after Schedule 9 has been submitted.

Could we please clarify which ‘Schedule’ Q4: Capacity and Commitments bullet point #2 (‘track record in maintaining qualified and suitable key personnel with relevant experience to deliver Work under the Contract’ - three (3) pages) should be responded within?

Question
:
We note TMR’s response to C-Q16 regarding TMR making exceptions for JV and single entity submissions within the same district.
In response to that, can TMR confirm if the following approach is acceptable under Schedule 6. Panel Nomination:
1) Submit a JV bid under “ $50m and/or medium to high complexity”
2) Submit as a single entity under “ $50m and/or low complexity” in the same district
3) Address points a) to d) from C-Q16 in our cover letter
Would this satisfy the requirements for exception consideration?

Question
:
Good morning,
Noting that there have been queries responded to that were raised after our outstanding queries, we thought it best to resubmit them to ensure that they have not been overlooked. Can you please confirm the following queries:
1. Can you please confirm how we RSVP for the tender briefing and confirm location (assume Teams) and timing of the meeting?
2. Page 7 of the ''BHTSP_Construction_Panel_Part_2A_S1-3_28Aug25 'document contains two Note 3's. With reference to Notes 1- 5 contained throughout the same document, can you please review and confirm the Note numbers and the relevant references.
4. Note 4 of ''BHTSP_Construction_Panel_Part_2A_S1-3_28Aug25'' document states ''For Applicants submitting a Panel Application as a Joint Venture, the Applicant is required to submit Schedule 10 which demonstrates their experience in delivering
construction projects in a Joint Venture arrangement, in addition to their individual project experience as required in Guidance Note 3. '' Please confirm that is submitting under Joint Venture with two parties that three schedule 10's (4 pages max each) totalling 12 pages can be submitted?

Question
:
Regarding C-NTA06 - we will submit one combined pdf response with the schedules following number order and with Q1 and Q4 included at the end of the document.
Does TMR still require the native files saved in individual folders following schedule numbering or is the combined pdf submission alone sufficient.
We note the requirement to submit schedule 5 and 6 as individual separate pdf original files and will allow for this.

:
Native Files are required following the schedule numbering.
11/Sep/2025 02:32 PM
Question
:
We note TMR's response to the previous request for an extension to the submission.
Currently TMR proposes to progressively release the contract documents from 18th Sept including elements industry has not had visibility of previously, i.e. the amended BHTSP TIC-CO and the new TIC-TC contract with a new Template Design Subcontract that the constructor must engage the designer under. With submission due on 1st Oct this leaves only 8 business days to review, seek internal approvals and/or develop any proposed amendments for submission. This is a very short window and leaves no time for discussion or resolution of any issues with TMR prior to submission.
As such we would respectfully request TMR re-consider a 2 week extension please.

Question
:
Good morning,
For absolute transparency, can TMR please confirm our understanding regarding key personnel requirements? Our interpretation is that TMR requires us to nominate up to three (3) managerial contacts as principal representatives for the panel works, who will serve as the primary points of contact. These individuals are not necessarily directly involved in the construction activities on site but more of a managerial role. In addition, TMR would like us to also nominate our construction staff (Project Managers, Engineers, Supervisors, etc.) responsible for delivering the panel projects, as per the assessment criteria for suitably experienced staff and workforce to deliver road infrastructure projects. CVs for all positions are to be submitted and there is no page limit for this criterion. This could mean that there could potentially be over 20+ CVs submitted for our key staff.
Could TMR please confirm if this interpretation is correct?

Question
:
We refer to the RCM Principles outlined in Schedule 2 of the Construction Panel Agreement and note that certain criteria now considered industry standard in recent DTMR projects are not currently included in the proposed framework.
As a result, the Panel Members may be liable for costs associated with the following items, which are increasingly recognised across the industry:
1. Life Insurance
2. Income Protection
Additionally, we seek clarification on where the following allowances would be captured within the RCM framework:
1. Parental Leave
2. Wellbeing Days
To ensure consistency with current DTMR practices and to mitigate financial exposure for Panel Members, we request:

Question
:
Schedule 6 Panel Nomination Table 4 indicates that TIC-TC contracts are Design & Construct. Can TMR Please advise if its intention is for all TIC-TC contracts to include design components? Can you please clarify that applicants wishing to provide construction works only should not nominate TIC-TC contracts under table 4?
Answered on 02/Oct/2025 09:31 AM
:
C-Q70
For BHTSP it is intended that all TIC-TC contracts will include some element of design.
Applicants that wish to only undertake works for a construct only contract should not nominate TIC-TC within Schedule 6 Table 4 "Construction Panel Nominate - Contract value, contract type and level of complexity"

Question
:
Regarding the sequencing of the submission, should the two criteria without specified templates (i.e., Q1: ‘suitably experienced staff and workforce to deliver road infrastructure projects’ and Q4: ‘track record in maintaining qualified and suitable key personnel with relevant experience to deliver Work Under the Contract’) be included after Schedule 19, or is there a specific schedule where these should be placed?

:
C-Q75
Responses to criteria without a specified template (e.g "Track Record in Maintaining Qualified Personnel" and "Suitably Experienced Staff and Workforce to Deliver Road Infrastructure Projects") are to be treated as unnumbered standalone schedules, which may be placed after Schedule 19. Please provide the response with the criteria text at the top of the page.

Question
:
With regard to the returnables for Schedule 7, we note that there are multiple contract documents to review and provide technical departures. We have commenced review of these documents, released on 26th Sept (NTA07) and 1st Oct (NTA08) and have the following requests:
1. Based on the volume and size of documents, would TMR consider extending the deadline for submission of the departures of the contract documents (provided in NTA07 and NTA08 - TIC-TC, TIC-CO and Design Sub-contracts)?
2. As the Construction Panel Agreement is the primary contractual relationship between TMR and Panel Members, would TMR accept departures to the Construction Panel Agreement only to be submitted by 15 October 2025?
3. Will there be negotiation opportunity for the TIC-CO contract and TIC-TC contract after the first round of departures has been issued?
Answered on 08/Oct/2025 03:04 PM
:
C-Q76
Departures are required for all contracts and panel agreements by the 15 October 2025, there will be further opportunity for negotiations after this date via Post Close Communications.

Question
:
Regarding any temporary works design that may be required, do we need to engage a designer from the panel?
If this is the case, do we need to use the proposed design subcontract?
Thank you.
Answered on 08/Oct/2025 03:05 PM
:
C-Q77
Temporary works that are not incorporated into or impact the permanent works do not require a designer from the BHTSP Design Panel. Refer to the relevant MRTS for the design of temporary works.

Question
:
Please advise how this is separate to current TMR Prequalification? If we do not submit an application to this Panel and we then unable to tender for works, or just not be invited?
Answered on 09/Oct/2025 09:33 AM
:
The BHTSP program is a construction program (not a prequalification system) and requires construction companies to be prequalified under the National Prequalification System (NPS) prior to being invited to bid on the works. If you do not apply to the Panel now, you will not be invited to bid. There will be other opportunities to join the panel in the future.

Question
:
PI Insurance – We note that TMR proposes to obtain PI insurance for the design panel.
1. Will this PI insurance be extended to cover the Contractor once a designer has been novated? It can be difficult for us to obtain PI insurance for novated design completed outside of our control.
2. Will the PI insurance be extended to cover the Contractor for engagement of staff to assist in early works or other activities under the Panel Agreement and Design and Construct Contract?
Answered on 10/Oct/2025 12:40 PM
:
C-Q81
1. Yes, in the D&C (TIC-TC contracting environment) the PI policy will include both the designer and the Contractor as insured parties, the PI insurance will respond in respect of the novated design services. In this scenario, the Contractor would be covered under the policy for liabilities arising from professional services performed by the designer.
2.The PI insurance policy will be limited to insuring professional services provided by qualified designers and the head contractor within the D&C arrangement only – in this program that will mean a TIC-TC contract for an Initial Works Package, an Additional Works Package or as a standalone contract. Cover will not be extended to the Contractor for the engagement of sub-contractors/consultants, other than the designer.

Question
:
Seeking further clarification regarding the submission requirements. Thank you in advance for your guidance.
1. Should we include the checklist in our submission?
2. Do we need to attach the NPS qualification with the submission?
3. In Schedule 5, the “Financial Capacity” section appears to be missing, while the Asphalt section covers both “Asphalt and Financial Capacity.” Could you please review and resend the updated version?
4. Regarding Performance Reports, do we need to include the scoring? And can monthly progress reports submitted to the client (without scoring) be considered as performance reports?
Answered on 10/Oct/2025 01:00 PM
:
(edited on 10/Oct/2025 01:06 PM)
C-Q83
1. The checklist within Part 2 is provided for Applicant use, it is not mandatory for inclusion with the Application.
2. Evidence of NPS qualification is not required as TMR will undertake checks against the latest TMR prequalification list.
3. This was an error in the provided table format please use the F levels that are within the "Asphalt" category as "Financial Capacity". A revised form will not be issued as this stage.
4. Only the count of performance reports is required within Schedule 10 at this time. Monthly progress reports are not considered performance reports and are not to be included in this number.
