The Shire of Hinchinbrook is a local government area in North Queensland, Queensland, Australia. Hinchinbrook Shire Council invites tenders from suitably qualified, registered and professional commercial solar companies for the design, installation and commissioning of two roof top solar systems at the following locations.
1. TYTO Precinct, Ingham Qld 4850.– 130kW Solar System with battery System
2. 8 Martin Street, Ingham Qld 4850. (Hinchinbrook Shire Depot) – 110kW Solar System
3. Council Chambers – 25 Lannercost Street Ingham QLD 4850 – Working at Heights Fixing Points.
More detail is provided in Part 5 – Scope.
Works are to be completed by 6 March 2026.
Anticipated Procurement Decision Date - 30 September 2025.

We’ve observed that the current scope combines both supply and installation; however, we respectfully propose that the tender be considered as two separate packages.
This model would:
Improve delivery timelines by allowing early procurement of materials,
Support greater participation of Indigenous and local businesses (aligned to IPP goals),
Increase price transparency and reduce risk for both the agency and primary contractor.

The scope makes reference to "Cables will need to be installed from the
new distribution board to the WTP main switch board in existing underground conduits, as
shown in Appendix C"
The only Appendix C I can locate in the documents package refers to LED luminaire replacement.

Hi,
In relation to the the battery storage solution to ensure the 9.5kW air conditioner can function through a black out period, is there a period of time that the Council would expect the battery solution to maintain an off grid power source for the air conditioner? Large batteries to allow long term off grid power supply can be costly, so to understand an estimated duration to cover the power outage will be helpful for us to model an appropriate size battery solution. Yes, it is for a working at heights system to allow safe working at heights. This may be anchoring points and a static line depending on the contractor’s design.
2. Based on the data provided for the generation, it seems to be calculated based on 4.5kWh/kW; however, it will differ as per the actual scenario. Please advise.
As this is a design and construct tender, the contractor is to provide a solution that is suitable based on the information provided.
3. As mentioned, to provide a battery for a 9.5kW Air conditioner and security lights, can you let us know the size you require for the battery? Currently, is this equipment powered by a diesel generator or the grid?
The requirements for the air conditioner run time are in the tender documents. TYTO is currently powered by mains and does not have a back up generator.

Yes it will need to run 24 hours. The aircon in question is located in the art gallery section of the precinct. The purpose of this is to maintain the integrity of the artwork during blackout periods, especially during the wet season where there is an increased risk the artwork becomes exposed to mould etc.
