Background information / Compatibility requirements
Details
The Sunshine Coast Stadium (SCS) is a major regional sporting and events facility that supports community participation, high-performance sport and the delivery of large-scale events.
The SCS has been identified as a host venue for 2032 Brisbane Olympic and Paralympic Games, necessitating upgrades to meet Games requirements and support increased future demand.
The Sunshine Coast’s home of big events will be bigger and better with an upgrade to SCS, securing its position as the region’s premier venue for local, national and international sporting, leisure and entertainment events.
The stadium upgrade will boost permanent seating with a new eastern grandstand and a rebuilt western grandstand. Upgrades will include multi-purpose community spaces and amenities accessible to people of all abilities.
The early design vision by awarded Principal Consultant, Architectus, is inspired by the Sunshine Coast’s natural landscape and coastal lifestyle. Initial concepts explore light, open forms, shaded concourses and elevated seating to create a relaxed, immersive game-day experience.
The sports fields at SCS support a range of activities, from grassroots community sport to elite training camps and national-level football, rugby league, and rugby union games.
The planned upgrades will deliver modern, high-quality facilities for athletes, officials, and fans, ensuring the venue continues to serve the region for decades to come.
The SCS will be owned and operated by Sunshine Coast Council (SCC), delivering a lasting legacy for the region through enhanced tourism, economic development, and increased opportunities for community engagement and active recreation.

Question
:
Schedule 03 Part E: Regulatory and Licensing Compliance, requests that contractors confirm they hold a building license from QBCC. Generally QBCC licenses are not required if a contractor is strictly performing standalone demolition or removing structures. Under the QBCC act a dedicated demolition contractor licenses with a relevant demolition license is exempt from holding a QBCC contractor license for that specific trade.
Given the Early Works scope involves bulk earthworks and demolition of the existing Stand, can GIICA please confirm if contractors require a QBCC building license to be eligible for shortlist on the Early works scope or whether contractors holding the appropriate demolition and/or earthworks-related licences will satisfy the licensing requirements for this stage of the works?
Answered on 07/Sep/2026 03:13 PM
:
The Respondent must hold all licences, registrations and insurances necessary to perform the Early Works in Queensland.
Tenderers are responsible for determining and demonstrating compliance with all legislative licensing requirements.
