The Highfields & Meringandan Sewerage Catchment Study Planning Report 2021 (HMSCSPR) identified pumping issues in and around the Highfields town centre and in the vicinity of the New England Highway. Four sewer pump stations (SPS) have a common rising main which runs along Highfields Road discharging into a gravity sewer manhole near Lauder Drive. Two of these SPSs are currently not able to meet peak wet weather flow requirements. A copy of HMSCSPR is included in the “Reference Documents” of the Principal’s Project Requirements (attached).

To overcome this pumping issue, the solution identified in the HMSCSPR was the installation of a new sewage pump station in the northern corner of Kuhls Road Park, off Clarke Road. The proposed pump station allows for decommissioning of existing sewer pump stations HIPS1, HIPS2 and HIPS4, followed by decommissioning of HIPS3 in 2031. Hence the new pump station should have capacity to accommodate inflows from all the decommissioned SPSs. The locations of these existing SPSs with suggested alignments of sewer mains are detailed in Figure E-6 and Figure E-7 included as Highfields Augmentations in the “For Information” documents of the Principal’s Project Requirements (attached).

Primary project drivers include:

1. reduce breakdown risks (sewer overflows).

2. reduce maintenance costs (HIPS3 impeller damages).

3. reduction in operational costs (HIPS1, HIPS2 and HIPS4 combined to one pumpstation).

4. addresses identified low flow issues and will prevent continued occurrences.

5. meet regulatory compliance requirements/Council service standards.

6. meeting future population and development needs.

7. community satisfaction.

8. improve maintenance and operation, energy efficiencies, and system reliability

This Tender seeks to outline the requirements to construct the new sewer pump station, gravity sewer mains, rising mains and appurtenant works and to minimise customer and stakeholder impacts, including access disruptions and environmental impacts.

The Contractor must provide full-service delivery for works and must plan and sequence the works to ensure that design and construction activities are delivered concurrently across different portions of the scope. Construction may only commence on areas where design has been approved by the Principal (Council). However, Council requires the Contractor to manage the program so that while some areas progress to procurement and/or construction, other areas may be in design phase. This approach is intended to achieve efficient, continuous delivery and maximise completion of the works within FY26.

Note: All personnel attending the inspection must wear personal protective equipment (PPE) which includes at a minimum, long sleeve shirt, with approved high-vis colour or over vest, long pants, safety boots, wide-brim hat, and safety glasses.

Question:
Would you please be able to clarify the battery limit of the new Rising Main? Is it from the new pump station to the connection point into the existing newly installed section of DICL rising main near the intersection of Clarke Rd and O'Brien Rd? Or does it also include the connection into the new discharge manhole with vent pole on O'Brien Rd and the gravity sewer along O'Brien Rd and Highfields road with connection into the existing sewer network at the intersection of Highfields Rd and Lauder Drv as per the supplied RMA drawings?

The limits of the rising main are as follows: The rising main starts from Clarke Road and must be connected to the already laid main on O’Brien Road at the junction of O’Brien Road and Clarke Road. The successful bidder must construct the discharge maintenance hole with a vent pole at the end of the already laid rising main on O’Brien Road. Please refer to the commented tender drawing produced by Harrison Infrastructure Group (HIG) for better understanding. The tentative location of end of rising main is noted in the attached tender drawing. Additionally, ascons of the already laid main on O’Brien Road are attached.

The following work is outside the limits of the tendered project – The flow from the discharge maintenance hole to Highfields Road is gravity, and council will construct the gravity main.

Electrical Design Gates:

TRC General Electrical Installation ELE-SPEC-001 has significantly different design gates and durations than what is specified in the main document.

Our assumption is that Electrical design falls under the same design gates as the Principal’s Project Requirements, specifically falling under the Sewer Pump Station package. Can TRC Confirm this. If there is a different design review process for electrical, this disjointed approach may kick out the overall Sewer Pump Station construction timelines.

Electrical design gate is stated as :

1. 50% design Review – 10-day TRC assessment

2. 80% design review - 10-day TRC assessment

3. 80% design workshop.

4. 100% design submission – 10-day TRC assessment

5. IFC submission – TRC Approval.

Please confirm the Electrical design falls under the same design gates as the Principal’s Project Requirements, specifically falling under the Sewer Pump Station package? Or advise otherwise.

Electrical design falls under the Principal’s Project Requirements. Therefore, Principal Project Requirements supersede the design review process mentioned in “6.f.i. SPEC-001_Electrical_Specification_-_General_Electrical_Installation”. Bidders must follow the Design Requirements detailed in the Principal Project Requirements.

Can TRC please confirm what is deemed Practical Completion; nothing the RFT document states that Practical Completion is March 2027.

Q1 - Please confirm that the aforementioned date includes construction and commissioning, and decommissioning is excludes from the March 2027 completion date. Please advise if this is correct, or advise otherwise. Please advise of duration of decommission program that TRC can support.

Q2 - With the delay to the Tender closing date, can you please advise if each of the Phase of Project Target dates are also extended? Please advise of the new Target Completion Date.

Practical Completion includes the construction and commissioning of the new sewer pump station, gravity sewer lines, and sewer rising main. The expected date for Practical Completion is March 2027. The decommissioning of the existing sewer pump stations is not included in the project's Practical Completion.

Q1. The decommissioning of the existing sewer pump stations is excluded from the March 2027 Practical Completion.

Q2. Although the tender closing date has been extended, the project target dates will not be extended. The project completion date remains March 2027.

Question:
Hi,

Can you please confirm if line E will be included in this package? it is the only pipe labeled as 150 in the drawings.

Scope document refers to 307m of 150 pipes to be laid and BOQ states Line D is 150 pipes.

but on the drawings and longitudinal, it shows 225 for line D, can you please confirm is this is 150 or 225 pipe?

Lastly, are the measures on the scope document for the total lengths a rough estimate? we cannot match any of these from our take-off of the drawings provided.

Line D is a DN 225 PVC gravity sewer main that starts from the existing SPS3 (in Andersson Court) and connects to the Line C.

There are DN225 gravity sewer lines A,B,C (including Line Cj-DN150),& D to be constructed under the contract in addition to the DN150 rising main.

The sewer rising main is a DN150 proposed to run along the Clarke Road.

Bidders need to incorporate the proposed gravity main from SPS6 (Highfields Cultural Centre Sewer Pump Station) into their submissions.

The proposed pipe lengths detailed in the Principals Project Requirements are estimates only. Bidders must undertake their own calculations and submit their responses based on those calculations when responding to the tender.

If bidders believe that additional items need to be included or that amendments are required to the “2.1 Schedule of Prices – Part H”, they must incorporate the necessary items or amendments into the Schedule of Prices and submit their bid accordingly.
