The Mullumbimby Community Hall was damaged in the 2022 flood. After many previous floods, the ground floor will be demolished and the first floor lowered to above the 1/100-year flood level, making the building a single level.

This also fits into the accessibility of the building which will now have a new accessible ramp and stairs.

Q1: Confirm what documents are to be submitted with the tender and what documents are to be submitted when requested, are we to provide returnable schedules found in document "Request_for_Tender_2025-3081" or "Doc_12_MW21-LG_Tender-Schedules_Mullumbimby_Community Hall" or both?

Hi Tom, apologies for delay in response to your enquiries regarding this tender, please see responses below:

Q1: As per previous addendum response - please complete Returnable Schedules and Tender Schedules as required, noting items that are 'submit when requested'. please include a detailed proposed program of works in GANNT format for evaluation purposes.

Q2: Schedule of Special conditions - Conditions of Tendering - 9.1: Please ignore reference to 'Dubbo Shire Council - business ethics' , this is a typo in Contract document template. All other conditions as per 9.1 - 9.4

Q3: REF does not apply to this tender - contract document to be amended to reflect.

Q4: Building Asbestos Report to be uploaded to platform for reference. Eaves linings to be removed and replaced/made good only.

Q5: Kayak Storage Facility does not apply to this tender, contract document to be amended to reflect this.

Q6: Submission delivery plan to be detailed as much as possible for evaluation purposes, tender submissions with generic responses only will score lower to other responses with site specific detail.

Q7: CEMP - Note, REF does not apply to this project. Please complete Section 8 schedule of Environmental Management information Part A in Tender Schedules. Upon award of Tender, Successful supplier will be required to submit a CEMP prior to project commencement for review.

Returnable Schedule Section B3 - Price Schedule. Council requires a detailed breakdown of costs of works program; these are to be as per table included in B3.1. please note, this table can be expanded to suit your company submission breakdown of costs.

Thank you for the response however if BSC do not provide all Tenderer's a standard cost breakdown on how Council would like to see the break up the costs how will you be able to compare the quotes equitably?

Hi Dean,

I will upload an example of a basic cost breakdown for reference - essentially, the more detail in Supplier submission cost breakdown, the better for the evaluation panel to assess and score submission.

A lump sum price for entire project cost with no detail will not score well.

Can you please confirm the flooring throughout the Hall, in Drawing A01 it calls timber/particle then drawing A03 it calls Timber, is it councils' intention that the particle board be removed and existing timber floor be refinished or is an overlay Timber floor required throughout the Hall area?

Hi Tim,

Existing flooring in Hall is Particleboard over T&G hardwood flooring.

Existing Stage, Kitchen, Store and seating in Hall is to be demolished/removed. New Amenities and kitchen are to be vinyl covered (A03).

**Please make allowance, as a provisional sum, for supply/install Hybrid type overlay flooring to remainder of floor areas (Hall).
