The merger of Gloucester Shire, Great Lakes and Greater Taree City councils

MidCoast Council requires the services of an experienced contractor with suitable personnel, equipment and resources to undertake a sealed road condition survey for our network. An alternate proposal where survey equipment is provided for Council to drive the network may be also be submitted. The primary survey includes:

• High definition imagery of the road network suitable for post-capture defect identification and measurement

• Roughness and deformation measurement by use of laser profilometer

• Pavement Condition Index

• Seal Condition Index

The primary objective of this project is to provide a single uniform condition assessment of road pavement; a Pavement Condition Index (PCI) and a Seal Condition Index (SCI) for the entire MidCoast sealed road network including carparks. The condition data collected will be used in the development of works programs, analysis and asset reporting. The imagery will be used as a visual record of the road condition at the time.

Seperable portions of this project include:

• Condition assessment of approximately 950km of constructed kerb and gutter

• Modelling of asset condition 10 years into the future with 4 x funding forecasts and determining the optimal budget allocation to sealed roads to maintain the existing asset condition.

Council is open to all recording and assessment platform and methodologies provided the outcomes of the project are achieved.
