Details
Council is seeking tendered submissions from suitable providers to establish an agreement with a provider for up to 5 years for the provision of graffiti removal services in the Bayside Local Government Area.

Details of the services required are detailed in Volume 3 – Specification.

Tenderers are required to read the Request for Tender documents in full and submit their Tender prior to the Closing Time.

Assets are to be free of graffiti as a result of the Contractor significantly reducing the incidence of graffiti during the period of the Agreement through the use of a rapid removal strategy and the application of innovative techniques.

These services detailed in this specification include:

• Ongoing removal and inspection of graffiti from Bayside Council LGA Assets.

• Removal of graffiti from private properties adjoining Council owned or controlled land.

• Emergency Response Capacity.

• Submission of detailed reports and statistics on services, including a detailed traffic management system

Council will require the successful contractor to maintain a web based database that meets the requirement of Graffiti Control Act 2008 of all graffiti removed along with photographs. The database currently used is www.ausgr.com.au

The successful contractor must perform the service as specified in this specification and not sub-contract the service to any other provider.

The contractor may sub-contract ancillary / support services. The contractor must notify Council of any sub-contractor it intends to use for ancillary / support services.

Any costs for sub-contracted ancillary / support services must be itemised in the contractor’s invoice.

We have not scheduled site visits because all locations that will be required to be cleaned are publicly accessible.

We encourage interested tenderers to inform themselves by traveling throughout the Bayside LGA.

Hello,

Can we please have a more detailed scope for the annual memorial cleaning?

Would it include deep cleaning the adjoins grounds to a certain radius?

Council requires a general pressure cleaning of the listed memorials to remove dirt and grime build up and bring the memorials up to a visibly suitable standard. We have specified the requirement as an annual clean. Depending on dirt and grime build up, some memorials may require additional cleaning.

Dear Procurement team,

In Schedule 2, for priority zones 1, 2 & 3, does the Council require separate pricings for patrol and graffiti removal? Or a combined monthly pricing is required based on the forthcoming graffiti removal aggregates of previous years?

Council requests tenderers to submit monthly pricing for the service of patrolling and removing graffiti from the priority zones and requests tenderer provide a price breakdown showing all items that contribute to the monthly pricing.

Are you able to provide annual incident volumes under the current graffiti removal contract for FY23, FY24 and FY25? This will help in understanding the labour requirements of the contract and the vehcile and equipment resourcing. Thanks

We intend to publish summary information about graffiti incident volumes early next week as an addendum.

Please note we have published graffiti incidents for the financial years 2023-24 and 2024-25 in Addendum 1

Tenderers are to note that Bayside Council is not requesting proactive patrols of Bayside East.

All cleaning in Bayside East will be reactive and notified to the contractor via Council request.
