Can you please advise estimated delivery sizes to each of the sites.

Tank sizes vary for every site from a 14,000L to a 300L tank (maximum storage capacity).

Tanks are only ever completely empty during a new tank installation or after a full tank clean.

Delivery volumes can fluctuate between 200L to 8,000L (per site) dependant on the time of year, planned maintenance and water demand. There is no set delivery volume per week or per site.

Question:
For this RFO, can Council please clarify whether an offeror may nominate an Australian manufacturer and tanker delivery partner for sodium hypochlorite supply, where the offeror remains the single accountable prime contractor to Council for product quality, delivery performance, invoicing, insurance, WHS compliance and overall contract performance?

In particular, would Council treat this as an acceptable manufacturer/supply-chain arrangement, or would it be treated as subcontracting under the RFO/contract conditions?

If it is treated as subcontracting, can Council please confirm whether such an arrangement may still be submitted for assessment if it is fully disclosed in the offer response, including details of the manufacturer/delivery partner and the scope of their role?

Council would consider the above-described arrangement as a subcontractor arrangement.

For the purpose of this tender process, the engagement of sub-contractors will not be considered.
