Details
Central Highlands Regional Council (CHRC) is seeking suitably qualified contractors to provide mattress processing or shredding services at Council waste management facilities.
The successful contractor will be required to process accumulated mattress stockpiles and provide ongoing processing services during the contract term. Services may include either the mechanical separation of mattress components (e.g. steel, foam, and textiles) for resource recovery, or mechanical shredding of mattresses to reduce volume prior to landfill disposal.
The Contractor will be responsible for providing all required plant, equipment, labour, and operational capability, including loading, handling, and feeding mattresses into processing equipment.
The primary service location is Lochlees Landfill in Emerald, Queensland, with potential works also occurring at Blackwater Landfill and Tieri Landfill where mattress stockpiles may arise.
Council currently receives approximately 700–800 mattresses per year across its facilities. Services will be required periodically during the contract term to manage accumulated stockpiles.
The proposed contract term is two (2) years with one (1) optional twelve (12) month extension, anticipated to commence 1 June 2026.

The tender documents were initially issued in PDF format; however, to assist tenderers, Council will provide an editable version of the Response Schedules.
An addendum has now been issued via VendorPanel including Word-format Response Schedules for completion and submission as part of your tender.
Tenderers are requested to utilise these schedules where possible to ensure consistency and completeness of responses.

Thank you for your question regarding the Indicative Annual Cost Estimate table in Item 3.3.2 (Section 3) of Part 3 – Tender Response.
You are correct that the row totals do not reconcile as published. Council confirms the indicative annual volumes are:
• Lochlees Landfill: 450 mattresses
• Blackwater Landfill: 285 mattresses
• Tieri Landfill: 100 mattresses
• Indicative Annual Total: 835 mattresses
The published "736" in the Indicative Annual Total row is a typographical error. A formal addendum correcting the total to 835 will be issued via Vendor Panel in accordance with clause 10.1 of the Conditions of Tender. Tenderers must take that addendum into account when preparing their Tenders (clause 10.2).
Note that, as stated in the notes to the Pricing Schedule, these volumes remain indicative only and do not constitute a guarantee of work.

Please confirm whether Item 5.2 “Travel between CHRC sites” is intended to cover the movement of the Contractor’s plant, equipment, vehicles and crew between CHRC facilities, separate from mobilisation (first and additional sites) and demobilisation charges.
Please clarify what Council means by Item 5.4 “Disposal of residual processed material to landfill”. Is this intended to cover handling/placement of non-recoverable residual material generated from processing, landfill disposal fees, or another activity? Please also confirm whether tenderers may include this cost in the per-mattress processing rates and note Item 5.4 as “included”.

Thank you for your questions regarding Section 4 (Other Rates and Charges) of the Pricing Schedule in Item 3.3.2 of Part 3 – Tender Response.
Item 5.2 – Travel between CHRC sites
Confirmed. Item 5.2 is intended to cover ad-hoc movement of the Contractor’s plant, equipment, vehicles and personnel between CHRC waste facilities during a campaign or otherwise during the Contract Term – for example, supervisory site visits, shuttle of crew or light vehicles between sites, or movement of equipment between sites that does not warrant a full demobilisation/remobilisation cycle. Item 5.2 is separate from, and is not intended to duplicate, the mobilisation lump sums at Items 1.1 and 1.2 or the demobilisation lump sum at Item 1.3 of Section 1. Tenderers should price Item 5.2 on a per-kilometre basis as set out in the table.
Item 5.4 – Disposal of residual processed material to landfill
Confirmed. Item 5.4 is intended to cover the handling and placement of non-recoverable residual material (e.g. contaminated foam or textile fines, off-cuts and similar residual material) generated from processing, into the designated landfill cell or stockpile area at the relevant CHRC waste facility.
For the avoidance of doubt:
• Landfill gate fees are not separately payable by the Contractor for the placement of residual material generated from processing under this Contract. The Contractor will be processing on Council’s behalf at Council’s waste facilities and the residual material is a by-product of services commissioned by Council.
• Item 5.4 has been included in the Pricing Schedule to allow Tenderers who wish to price residual handling separately from the per-mattress processing rate. Tenderers may instead include the cost of handling and placement of residual material in the per-mattress processing rates at Section 2, in which case Item 5.4 may be marked “Included” or “$0”.
This response is issued under clause 10.1 of the Conditions of Tender. All Tenderers must take it into account when preparing their Tenders in accordance with clause 10.2.
