In response to Notice to Respondents No. 1, the Contractor requests clarification on the following:



1. Allocation of roads to Schedules 1A, 1B, 2A and 2B

Schedule 6 – Att 2 – Schedule of Rates provides total quantities only. It does not identify the roads or areas associated with each schedule. Clause 7.6 of RFT000143_Schedule_5 – Att_1 – Technical Specification states that possession of site will be awarded on a road-by-road basis in accordance with the Contractor's program. Without knowing which roads fall under each schedule, the Contractor cannot develop a realistic program or accurately price:

a. Haulage

b. Travel, and lost time between work areas

c. Traffic control

d. Site compounds and laydown areas

e. Water supply

f. Disposal of mixed debris and surplus material

g. Seal mobilisations



The Contractor requests that the Principal provide a list or map of the roads (with chainages where available) associated with each schedule. If final locations are not yet confirmed, the Contractor requests an indicative list of roads, or a nominated geographic area, to be used as a common pricing basis for all tenderers.



2. Extent and size of patches

The Schedule of Rates does not state the number, size or distribution of the patches making up each scheduled quantity. The rate per unit varies considerably between a small number of large patches and a large number of small, dispersed ones, both in production and in mobilisation.

The Contractor requests an indicative patch schedule for each schedule item, showing approximate location, size and number of discrete sites. Alternatively, the Principal could confirm an assumed average patch size and number of sites for pricing purposes.



3. Gravel supply and haulage

There are five TMR-registered quarries within the Gympie Regional Council area. Additional viable sources exist in neighbouring local government areas, and which of these is suitable depends on where the works are located. Without work locations, the Contractor cannot select the most economical source for each area or optimise haulage across the program.

The Contractor requests that, until locations are provided, the Principal either:

• nominate an assumed average haul distance for pricing, or

• confirm whether haulage will be measured and paid separately.

Hi,

In preparing our tender response, we compared Schedule 6 – Appendix 2 – Schedule of Rates against the data in Schedule 5 – Attachment 4 and Attachment 5 and identified significant differences across the majority of treatment items, in both Packages and both years.



We note Gympie Regional Council has previously stated that Attachment 4 and 5 are for information purposes only, however Appendix 2 gives only one estimated quantity per treatment, per package and year – not a per-road breakdown and there has been a significant variance identified.



Accordingly could GRC please clarify the exact treatment/s and quantity required for each road in Appendix 2?
