Details
The project is to carry out urgent re-lining and repairs to the ~12.8ML Thermal Energy Storage Tank (TEST) on the JCU Townsville campus.

The existing waterproofing liner is past its serviceable life, requiring a complete replacement with a new liner supported by a 10-year warranty for workmanship and materials used. The project requires completion by 31 August 2026.

Any requests for clarification or amendments during the tender process should be lodged electronically through Vendor Panel using the "Question" function. All requests together with JCU’s response will be distributed to all participating parties.

The contractor will be responsible for installing a suitable, fit for purpose liner, to the tank walls, tank floor and within pipe flanges penetrating the tank walls, able to contain the 4°C chilled water and chemicals without leaking.

The contractor is also required to allow in their lump sum price for all works, plant, resources, skills, approvals, safety, travel, accommodation, and equipment associated with the liner replacement works.

Details
Constructed in 2008 and 2009 by Aquacon, the JCU Townsville CEP was Australia’s largest plant at the time, incorporating chilled water storage to provide the cooling requirements for 28 academic buildings across the campus.

The existing Butynol rubber liner has reached the end of its serviceable life, necessitating its replacement. Even though the campus has changed much since its original design, the system is still heavily reliant on the chilled water from the TEST to supply the chilling needs of the campus- especially in summer months. This is the reason why the CEP can only work for three winter months (June-August) in NO-Tank mode and is also the reason why all the TEST repairs must be completed by 31st August 2026 (PC date).

Details
1. A durable and high-quality liner system suitable for 4°C chilled water with chemical additives, offering a minimum 10-year manufacturer and workmanship warranty, but preferably 15–20 years design life.

2. Innovative installation methodologies that minimise downtime and ensure completion within the June–August 2026 no-tank operating window.

3. Proactive communication with JCU’s Project Manager and incumbent maintenance contractors (VAE, Veolia, Schneider) to ensure integration and no operational disruption to the Central Energy Plant (CEP).

4. A comprehensive proof and testing plan, including detailed leak testing at 33%, 66%, and 100% fill stages, verified through digital monitoring
