The proposed scope of works is outlined below. The successful Supplier should respond to each scope item listed below, however, where efficiencies are identified, or alternative approaches are recommended this is encouraged to be included as a provisional item or alternate approach.
The BRECCA will be delivered in 3 stages:
•Stage 1: Data collection and desktop review,
•Stage 2: Evacuation Model and Network Development, and
•Stage 3: Regional Evacuation Analysis and reporting.
The scope of works for each stage includes key activities outlined in the following subsections. It is important for the successful Supplier to understand the primary goal of this project is to understand the potential and extent of evacuation constraints in the Brisbane River region in a cost-effective and time efficient way. Should the project identify significant evacuation constraints, a more detailed and tailored project will be initiated.

Details
As part of the SFMP, analysis was undertaken to understand the immunity of state roads, identify flood islands, community vulnerability and development of a property database. This included event first inundated and estimated time of earliest road inundation. However, this analysis was constrained to state roads only and has not been undertaken in conjunction with an evacuation analysis.
Throughout the stakeholder consultation during the SFMP development, it was identified that there was a need to better understand the regions capacity and capability to evacuate using the broader road network (not limited to State Roads) during a significant size flood event (up to and including the 0.001% Annual Exceedance Probability (AEP) (1 in 100,000).
The purpose of this study is to undertake an initial investigation to understand the regions’ ability to evacuate in significant flood events and identify if more detailed tailored investigations are required. While outcomes of this study may inform future evacuation planning, it is not intended to be used as an operational tool.

We are seeking further clarification regarding the geographic scope of the project within the four listed LGAs. It is noted that some of the creeks identified in the brief fall outside the hydraulic model extent of the Brisbane Catchment Flood Model. Could you please confirm whether these creeks are specifically required to be included in the scope of the investigation?

The creeks identified in the brief are to be included in the scope of the investigation. It is expected that the modelling for local creeks will be provided by the Local Council responsible for each area to the successful supplier.

The Specification asks for a considerable amount of detail but also notes that the primary goal is to understand the potential constraints..."in a cost-effective and time efficient way", with the potential for a more detailed subsequent study. To help ensure we apply the right level of rigor within our approach at this phase, can you provide a budgetary estimate, say to the nearest $50,000?
