Details
East Gippsland Shire Council located in Eastern Victoria covers 20,930 square kilometres with a 2024 population of 50,502 and an annual growth rate of 0.5%. The largely rural area consists of various townships and small communities, with most residents concentrated in the south-west Gippsland Lakes region.
As the municipality grows and services are brought in line with updated Victorian Government policy and regulations, a comprehensive review of services was conducted to facilitate informed decision-making. This review contributed to the development of a 10-Year Waste and Recycling Transition Plan, which addresses the changing needs of the community and highlights the importance of planning for future waste and recycling services and infrastructure investment.
The Kerbside Collections and Recycling Processing Services tender aligns with goals and actions outlined by the Transition Plan including:
• Aligning with Victorian Government policies to reduce waste, including implementing FOGO Kerbside collections, introducing booked hard waste collections and supporting recycling initiatives.
• Providing equitable, accessible and affordable waste and recycling services for our community.
• Reducing waste to landfill, emissions generation and supporting greater recovery of resources through improved recycling and education.
Prior to preparing the tender documents, Council, released a Request for Information (RFI) to industry to understand their capability and capacity to deliver the waste collection services that aligns with Council’s strategic priorities. The tender documents are informed by responses from industry.
The tender is made up of separable portions including:
• Portion A: Kerbside Collection (General Waste, Recycling, Organics, Glass), Customer Service, Community Education.
• Portion B: Public Place Bin Collection and Event Services.
• Portion C: Booked Hard Waste Collection, Customer Service, Community Education.
• Portion D: Material Recovery Facility operations.
Council aims for the best value outcome for the community and may award any or all portions to one or multiple contractors.

Following an initial review of the tender documents and consideration of the extensive specification, coupled with the number of tenders currently in the market, we respectfully request an extension of 4 weeks to the current Tender Closing Date to ensure we can provide a comprehensive and competitive submission that meets all specifications and delivers best value to Council.

Can you please provide more information by what is meant by a Supervised Hard Waste Collection.
In the pricing schedule for 4.Separable portion C should columns E,F &G refer to "Separable Portion C only" instead of "Separable Portion A only" and should columns H, I & J refer to "Separable portion B and C" rather than "Separable portion A and B"?
For the Hard Waste collection (portion C) would Council consider trucks that are not new, provided they are roadworthy and appropriate for the collection? Given that this is a new collection service with no data on collection numbers it is hard to justify the risk of buying new vehicles to service it.

Part A
The Supervised Hard Waste Collection is intended to be a specifically located service for areas/households that are not practical to provide a standard Hard Waste Collection to (e.g. areas with limited street frontage such as cul-de-sacs or along unsealed roads). The two staff and collection vehicles should attend the pre-determined site at the agreed upon time and will assist in sorting and loading materials from the dedicated collection point into collection vehicles prior to delivery for processing/disposal as usual. For clarity, households will transport and deposit the materials to the dedicated collection point and collection staff will not be entering private properties.

Part C
It is considered reasonable that for Hard Waste collection (portion C) that trucks that are not new are used for the provision of this service. Where this is proposed – tenderers are asked to refer to second-hand vehicles standards allowed for the first twelve months at Part 4 – Specifications 1- General Specification, Section 10 (i.e. be no older than six (6) years, have a full service and maintenance record, and meet all other requirements as required under this clause 10); noting their intention that second-hand vehicles meeting this criteria be allowed for the hard waste contract term. This should be noted as a departure by tenderers.

To support the accuracy of the tender submission, we request the following operational data relating to current kerbside collection services:
* Current presentation rates by waste stream and by collection area (general waste, recycling, GO/FOGO, by Regional, Coastal and High Country)
* Average bin weights by waste stream and bin size, by collection area (e.g. 120L, 240L, 360L)
This will allow us to more accurately model collection operations, fleet requirements and service delivery assumptions to provide council with the most competitive price and quality of service.

The separation of collection areas across the three zones is new to this contract. Presentation data specific to each location is therefore not available.
Indicative presentation rates applicable to each zone are provided in the below table – noting that FOGO service has not yet been introduced.
Note: Due to the higher tourism visitation during summer periods – presentation rates of General Waste and Recycling waste streams increase. Utilisation of Garden Organics services reduce during cooler months.
Stream: General waste-Typical presentation rates by waste 85–95%
Stream : Recycling -Typical presentation rates by waste 70–80%
Stream: Garden organics -Typical presentation rates by waste 50–65%
Stream: FOGO -Typical presentation rates by waste 75–90%
