Details
The City of Vincent is seeking experienced electric vehicle (EV) charging providers to install, operate and maintain public EV charging infrastructure across its car park portfolio.

The opportunity is intended to expand access to public charging, support the uptake of electric vehicles, and provide charging solutions that reflect the different parking durations and user needs across the City’s activity centres, recreation precincts and community destinations.

The City of Vincent invites suitably qualified proponents to submit an Expression of Interest (EOI) for the licensing of car parking bays within any of the 13 car parks listed within the attached document, for use as EV charging bays.

Please refer to the attached EOI document for all information - including how to submit a response.

The EOI closes at 2pm (WST) on Monday 19 October.

Details
Proponents may submit proposals for individual or multiple car parks but are not required to respond for every car park. A single provider will be appointed for each car park; however, the City may appoint different providers across its portfolio.

Details
Where feasible, the City prefers EV charging infrastructure to be connected via a dedicated electrical point of supply with separate metering. For appropriate locations, preference may be given to proposals offering a mix of charging technologies and speeds to meet a range of user needs.

3. If SLDs are not available for Loftus Street or William Street, could you please connect us with your electrician so we can discuss the existing metering set up?

BEATTY PARK:

Q1. Do you need to be careful of the trees when installing infrastructure?

A1. Yes. Please email joanna.jenkin@vincent.wa.gov.au and these can be sent to you.

Q2. Did they future proof the cabling?

A2. Not that we are aware of.

Q3. Who would be responsible for parking line markings and signage?

A3. The CPO would be responsible for completing the line markings and signage, after the City had approved the designs.

Q4. Are there any plans for redevelopment of the Beatty Park car park?

A4. Not at this time.

Q5. Where is the existing Beatty Park HV feeder located?

A5. The HV line runs along Vincent Street and cuts through Beatty Park Reserve (between the boundary of the car park and the oval). Specific connection would need to be confirmed with Western Power.

Q6. Do you need to be careful of the trees when installing infrastructure?

A6. Yes. The City’s priority is to retain trees. Where there is limited alternative, the approach which removes the fewest trees would be preferred. Once proposals are submitted, the Parks team will review the drawing and provide comment. Generally, a 1m setback from the tree trunk is preferred.

Q7. Are there any sites which are off limits?

A7. No. However, if you wanted to use the current ACROD bays, an appropriate plan to relocate them would need to be considered and approved.

Q8. Is the car park available for 24-hour access?

A8. Yes. There is 24-hour access to Beatty Park and the other locations at all times.

Q9. Would you be open to moving the staff car parking bays (Moriston Street end, south-west corner)?

A9. Yes.

Q10. Would the City entertain an expanding model?

A10. Yes. The City is open to an expanding proposal as part of the EOI.

LOFTUS:

Q1. Is Loftus car parking free?

A1. Yes. 3-hour limit between 8am and 8pm Monday-Friday; 5-hour limit between 8am and 8pm Saturday-Sunday. Vehicle registration is required at the ticket machine or via the Pay by Phone app.

Q2. Are there any off-limit car parks at Loftus?

A2. The large car park adjacent to Richmond Street (3P and 5P parking) would be the preferred location. The area directly outside the Library is 30-minute parking and the area further south outside the Community Centre / Loftus Recreation Centre is 90-minute parking. The preference is to leave these areas unchanged.

Q3. What is the current power draw on the transformer at Loftus Car Park?

A3. Capacity is indicative only and based on a high-level assessment of current network thermal capacity. Actual connection feasibility, timeframes and costs will depend on site-specific and network factors, including switchboard limitations, allocated capacity and planned network augmentations, and must be confirmed through Western Power's standard connection process.

A high-level estimation of the current transformer thermal capacity indicates that the transformer is being used at 50% of its 1000 kVA). However, this does not mean that the capacity is available for new customers. This would be determined as part of the Western Power application process.

Q4. Who would police the use of EV bays to prevent ICE vehicles parking in them?

A4. Rangers would be able to enforce the restrictions, provided the signage is correctly installed.

Q1. Do we need to bring our own power to potential sites?

A1. The City is open to applications that propose either a separate point of supply or the use of existing electrical capacity and infrastructure, where feasible. However, where a larger power draw is anticipated, a separate point of supply may be preferred.

Q2. What are the Council restrictions on the width of footpaths that must be maintained for access?

Q3. What are the considerations for drainage when installing the infrastructure?

A3. Ideally, a 1.5m setback should be maintained for excavation works and the EV charging infrastructure should not obstruct drainage flows.
